Tonight, the five localities with the highest risk of flash floods, landslides, and land subsidence are Lao Cai, Phu Tho, Thanh Hoa, Nghe An, and Ha Tinh.

According to the National Center for Hydro-Meteorological Forecasting, in the past 24 hours (from 7:00 p.m. on September 28 to 7:00 p.m. on September 29), the Northern provinces and from Thanh Hoa to Quang Tri had moderate to very heavy rain such as: Keng Mo 2 is 80mm (Lai Chau); Ta Si Lang 433mm (Lao Cai); Muong Do 1 is 344mm (Son La); Du Gia 3 is 144mm (Tuyen Quang); Van Mai 389mm (Phu Tho); Vu Muon 148mm (Thai Nguyen); Hong An 208mm ( Cao Bang ); Tan Van 1 is 181mm (Lang Son); Son Dong 134mm (Bac Ninh); Ky Thuong 173mm (Quang Ninh); Lang Chanh 382mm (Thanh Hoa); Do Luong 391mm (Nghe An); Son Hong 1 is 305mm (Ha Tinh); Huong Hoa 145mm (Quang Tri)...

According to Mr. Nguyen Xuan Hien, Deputy Director of the National Center for Hydro-Meteorological Forecasting, the soil moisture model shows that some areas in the above provinces are nearly saturated (over 85%) or have reached a saturated state. It is forecasted that tonight and tonight, Son La, Lao Cai, Phu Tho and Tuyen Quang will continue to have rain from 60-120mm, some places over 200mm; other areas of the North, Thanh Hoa, Nghe An and Ha Tinh from 30-60mm, some places over 100mm; Quang Tri from 10-20mm, some places over 50mm.

The risk of flash floods and landslides tonight, tomorrow and the coming days remains very high, mainly concentrated in the midlands and mountainous areas. People and local authorities need to regularly monitor flash flood and landslide warning information to respond promptly, ensuring the safety of life and property. It is important to note that even after the rain has stopped, flash floods and landslides can still occur within the next 12-24 hours, so we cannot be subjective.
