In the context of globalization and the era of national development, culture has become an important pillar in shaping the future of a country. Therefore, the development and improvement of the system of cultural and sports institutions not only meets the urgent needs of the community but also contributes to creating a foundation for sustainable development. In order for the "source" of culture to develop sustainably, it is necessary to do a good job of socializing resources, effectively promoting cultural institutions at the grassroots level, especially building cultural houses in residential areas, contributing to building a united community rich in identity.

Building a healthy cultural environment

Currently, the system of grassroots cultural and sports institutions in the province has been invested and completed, effectively implementing propaganda work, serving political , economic, cultural and social tasks. Technical facilities have been strengthened, basically meeting the needs of practice, performance and organization of activities, contributing to building a healthy cultural environment, improving the spiritual and cultural life of the people, promoting the socio-economic development of the province. According to the Master Plan for the development of the system of grassroots cultural and sports institutions for the period 2013 - 2020, with a vision to 2030 in Decision No. 2164/QD-TTg dated November 11, 2013 of the Prime Minister, up to now, the province has 20 provincial-level cultural and sports institutions, with a complete system: Museum; Library; Cultural - Cinema Center; Provincial Labor Cultural House; Provincial Sports Complex; Square; Park; Provincial Cultural - Art House; Cinema; Bicycle racing track.... At the commune level, 99.3% of residential areas have cultural houses; 433 cultural houses cum Community Learning Centers; 28/28 cultural - sports facilities in Model Cultural Villages. In residential areas, the system of cultural and sports facilities that has been built has played an important role in propagating the Party's guidelines and policies, the State's policies and laws to each person, and at the same time is a place for community activities, a place to organize cultural, informational and sports activities, creating favorable conditions for all people to participate in creating and disseminating cultural products, contributing to building a healthy and progressive cultural life, improving the quality of grassroots cultural life.

Comrade Nguyen Thi Linh Ngoc - Deputy Director of the Department of Culture, Sports and Tourism affirmed: Cultural and sports institutions in the province have been invested in, built and operated effectively. They are places to disseminate the Party's policies and guidelines, the State's laws; meeting places for Party cells and people's organizations in villages and hamlets; disseminate current events, science and technology, guide poverty reduction, propagate and educate about ethics and lifestyle, carry out weddings, funerals and festivals in a civilized way, contributing to improving the quality and effectiveness of the movement "All people unite to build a cultural life".

From the capital of the National Target Program on Socio -Economic Development for Ethnic Minorities and Mountainous Areas, people in Ben Than area, Lai Dong commune enjoy a solid and spacious Cultural House.

Enjoying the spacious and new cultural house with auxiliary works from the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas, the Dao community in Ben Than area, Lai Dong commune is very excited. Mr. Ly Van Theng - Head of Ben Than area said: Ben Than is a particularly difficult area, with more than 90% of Dao people living there, so it benefits from many programs of the State. Previously, the area also invested in building a Cultural House, but due to the lack of space, every time the area held a meeting or organized a cultural or artistic event, people had to sit in the yard. Since the new cultural house was built in the style of a stilt house, people in the area were excited and actively went to the cultural house to participate in cultural and sports activities.

People unanimously agree, the project is spacious

Although the province has invested in cultural institutions, over time, some cultural institutions, specifically residential cultural houses, no longer meet the criteria of new rural residential areas. Faced with this situation, many localities have implemented the policy of the State and the People working together, many residential areas have mobilized the People, social organizations, and individuals to support the construction of cultural houses without waiting for investment from the State. Mr. Nguyen Tuan Long - Head of Phu Gia area said: The old Phu Gia cultural house was built a long time ago and could not meet the needs of community activities when the residential area implemented the policy of merger and arrangement. With the land fund planned by the old Thanh Son district, we mobilized the People to contribute, asked for sponsorship from organizations, individuals, and children far from home for more than 1 billion VND to build cultural houses and auxiliary works. Currently, the cultural house of the area has full cultural facilities, the people are very excited, in the morning the elderly practice health exercises, in the afternoon practice volleyball, badminton, in the evening the clubs practice performing arts. Since the new cultural house has been put into operation, the cultural and performing arts movement of the area has been bustling, the students also actively go to the cultural house to read books, play sports, chess...

Do Son 3 Cultural House, Lien Minh Commune and auxiliary works were completed from socialized sources.

Similar to Phu Gia area, the people of Do Son 3 area, Lien Minh commune have contributed and mobilized resources of more than 1 billion VND to build a cultural house, a badminton court dome and other auxiliary works. After completion, the Do Son 3 area cultural house has truly become a place for community cultural activities. Ms. Le Thi Ha, who lives near the area cultural house, said: "Since the area built a new cultural house, people have borrowed the yard of the cultural house to dry rice, so during harvest days, there is no longer the scene of drying rice on the street, affecting traffic. Every day, in the morning, the elderly come to practice health exercises, in the afternoon, men and women come to play sports, in the evening, women and women in the art club come to practice singing and dancing, which is very fun."

With the motto of the State and the People working together, in recent years, many localities have promoted the spirit of "people know, people discuss, people do, people enjoy", effectively mobilizing people's strength in building cultural institutions. People not only contribute funds, working days, materials but also directly participate in monitoring, managing, and maintaining activities at cultural houses and sports centers. In many mountainous communes such as Yen Lap, Thanh Son, and Da Bac, people also actively contribute to renovating cultural houses and building volleyball and badminton courts. In Vinh Tuong commune, the movement "All people unite to build a cultural life" has helped more than 95% of villages and residential groups have standard cultural houses.

The whole province has many residential cultural houses built with 70-80% socialized capital. This shows that when all policies and plans are discussed openly and transparently, people clearly see their rights and responsibilities, and they are willing to join hands to contribute.

According to comrade Nguyen Thi Linh Ngoc - Deputy Director of the Department of Culture, Sports and Tourism: Implementing two-level local government opens up new spaces but also faces many difficulties in investing in grassroots cultural institutions, especially residential cultural houses. Mobilizing the people's strength in residential areas is an important solution in perfecting grassroots cultural institutions. When the people are truly the subject, all cultural works are not only "beautiful in form" but also "rich in content", becoming a solid spiritual support for the community.
