15 years of Hai Phong women persistently building a family of '5 no, 3 clean'

The Hai Phong City Women's Union has just been commended and rewarded by the Central Union for 15 years of implementing the Campaign "Building a family of 5 no's and 3 clean's".

The campaign 'Building a family of 5 no's and 3 clean' was creatively implemented by cadres and women's union members of Do Son ward through environmental protection and social security activities.

Creative, practical

In Le Dai Hanh ward, the campaign "Building a family of 5 no's, 3 clean's" includes the following criteria: no poverty, no domestic violence, no violations of the law and social evils, no third or more children, no malnourished and dropout children; clean house, clean kitchen, clean alley is implemented in conjunction with building new rural areas and civilized urban areas. The Women's Union of the ward actively propagates to women members to classify recyclable waste, treat organic waste with IMO probiotics at households. From 20 households to now, 1,200 households have participated in classifying and treating dozens of tons of organic waste with probiotics every day, contributing to reducing the amount of waste and emissions into the environment.

Ms. Nguyen Thi Diep (Tu Giang Women's Association, Le Dai Hanh Ward) said that not only stopping at waste treatment, the IMO probiotic production cooperative creates a stable source of probiotics for households. Only needing ingredients such as sugar, yogurt, ripe bananas, yeast, digestive enzymes and clean water, soaking and fermenting according to the correct process will produce probiotics to treat organic waste, treat sewers, barns, mix with feed for livestock and poultry, help pets stay healthy, increase resistance. From July 2025 to now, dozens of tons of organic waste from restaurants and households in the area have been turned into fertilizer, serving farming, creating economic and environmental value.

Do Son women collect garbage and clean the marine environment.

In Do Son ward, the campaign was creatively implemented by female cadres and members through environmental protection and social security activities, aiming at the "3 clean" criteria. Chairwoman of Do Son ward Women's Union Dinh Thi Huong informed that the whole ward currently has 24 "Green Houses" and the model "Collecting waste, cleaning the environment, building affection" at 100% of the branches, regularly maintaining the collection of recycled waste. Women's Union members are the core in propagating people to classify waste at the source, collecting scrap every week to sell to raise funds to give gifts to disadvantaged women and children.

In the first 9 months of 2025, Do Son ward's models collected nearly 75 million VND, giving 250 gifts to disadvantaged women and children. From 2021 to now, the amount of money raised from recycled waste has reached 248.3 million VND. The model has made an important contribution to implementing the campaign "Building a family of 5 no, 3 clean". Up to now, the rate of households in the ward meeting all 8 criteria has exceeded 180% of the term target.

15-year mark

Do Son Ward Women's Union visited and gave gifts to female union members in the area.

Over the past 15 years, the Campaign "Building a family of 5 no's and 3 clean's" has been widely deployed by the Women's Union at all levels of Hai Phong city and Hai Duong province (old), spreading strongly in the community. From there, it clearly affirmed the core role of the union organization in building new rural areas and developing the city's economy and society.

Currently, the entire Hai Phong city (after the merger) has nearly 1,911 women-managed roads and alleys, 2,447 environmental protection models, 642 km of flower roads and more than 80,000 trees taken care of by women; 4,500 member families and women donated nearly 12,000 ^m2 of land, actively contributing to the construction of new rural areas, civilized urban areas, and beautifying the landscape and environment.

The important highlight in implementing the campaign is the work of supporting women in economic development, starting a business, contributing to the implementation of the "No poverty" criterion associated with the criteria: No. 9 on residential housing, No. 10 on income, No. 11 on poor households, No. 12 on employed workers, No. 13 on production organization in new rural construction.

The entire city currently has a total outstanding debt of more than 6,000 billion VND through the Women's Union channel, helping more than 108,000 women access capital, create livelihoods, and escape poverty. Unions at all levels have supported more than 4,300 women to start businesses, helping more than 255,000 households with economic development conditions, 20,000 poor and near-poor women households have been supported to escape poverty and near-poverty sustainably, contributing to the overall poverty reduction of the city.

Organized hundreds of training courses on entrepreneurship, digital transformation, product consumption connection, and women's entrepreneurship competitions; provided vocational counseling and training to 172,560 members and introduced and created jobs for 97,100 women members. The association also mobilized more than 232 billion VND to build and repair 1,488 houses for poor, single, and disabled women in difficult circumstances.

Regarding the remaining “5 no” criteria, the association at all levels currently maintains nearly 1,500 clubs on law, building happy families, and preventing domestic violence, with more than 125,000 members; organizes 180 propaganda sessions on preventing human trafficking, 100 communication sessions on preventing domestic violence, etc.

In particular, since 2023, Hai Phong women (formerly) have also taken the lead in implementing the model of "Family of 5 has, 3 clean" including safe houses, sustainable livelihoods, health, knowledge, cultural lifestyle in advanced and exemplary new rural communes. To date, 184 branches have built 967 models with more than 42,000 members participating, recognized as a model of "Skilled Mass Mobilization" at the city level.

The leaders of the City Women's Union commended collectives and individuals with achievements in 15 years of implementing the campaign "Building a family of 5 no's and 3 clean's".

To achieve these results, Vice President of the City Women's Union Pham Thi Thuy Hai said that the union closely follows the policies and directions of the City Party Committee, the City People's Committee and the Central Union to concretize them into movements that are suitable for practice, harmoniously combining the practical interests of members with the common development goals of the locality. Promote the core role of the union organization, consider branch cadres as "smart mass mobilization cores", dare to think, dare to do and take the lead in innovating propaganda methods from direct to applying digital platforms and social networks to spread typical examples.

The association at all levels combines material and spiritual support, helping women not only to have a livelihood but also to raise awareness and change behavior in building civilized and happy families. The socialization of resources and the mobilization of participation from businesses, communities and socio-political organizations create a combined strength for the movement.

In the coming period, the City Women's Union aims to continue replicating the models of "5 no, 3 clean" and "5 yes, 3 clean", integrated with the construction of new model rural areas and civilized urban areas; promote the application of digital technology in propaganda and movement management; mobilize social resources to support women in green startups, develop circular economy...
