Over 700 students trained in the State Budget Law 2025

On the morning of October 7, the Center for Trade Promotion and Enterprise Support of Lao Cai province organized a training conference on the State Budget Law 2025.

At the conference, 700 trainees who are cadres, civil servants and public employees in charge of finance and accounting work at departments, branches, sectors, Party Committees, People's Councils, People's Committees of communes, wards and public service units in the province were disseminated, guided and discussed on the basic contents and new points of Law No. 56/2024 on amending and supplementing a number of articles of 9 Laws, including the State Budget Law; Dissemination of Law No. 89/2025 of the 15th National Assembly on the State Budget Law; Overview of state budget and financial management in the new period.

Lecturers directly guide the preparation of the 2026 budget estimate, especially in the fields of accounting and auditing; at the same time, exchange and discuss practical issues, difficulties and problems in commune-level budget management after implementing the two-level local government organization.

Through training, the staff working in finance and accounting at the grassroots level were updated with new knowledge, improved skills in performing tasks, contributing to strengthening financial discipline and order and improving the effectiveness of state budget management in the province.

Unlike the 2015 State Budget Law which only stops at the principle of "unified financial and budgetary management", the 2025 State Budget Law adds a new principle: "decentralization and delegation in budget management must be commensurate with the tasks and powers of each level of government". This is the orientation to institutionalize the policy of innovating the state apparatus, especially in the context of local governments no longer being at the district level from July 1, 2025 according to Resolution 1665/UBTVQH15.
