On the afternoon of October 13, responding to a press conference to inform about the results of the 1st Congress of the Government Party Committee, term 2025-2030, regarding solutions to improve the quality, effectiveness and efficiency of the two-level local government to better serve people and businesses in the coming term, Deputy Head of the Central Organization Committee, Member of the Standing Committee of the Government Party Committee, Head of the Government Party Committee Organization Committee, Party Committee Secretary, Minister of Home Affairs Pham Thi Thanh Tra outlined 6 key tasks and solutions.

According to the Minister, the revolution in organizational structure, reorganization of administrative units at all levels and establishment of two-level local government during the past term was a particularly important, historic and turning point. This is also a very important matter for the country.

Under the direct leadership of the Central Executive Committee, the Politburo and especially the direction of General Secretary To Lam, the Government Party Committee has directed in a synchronous, drastic, comprehensive, thorough and comprehensive manner the implementation of the reorganization of the apparatus in the state administrative system, including the rearrangement of ministries, ministerial-level agencies, government agencies, the rearrangement of administrative units at all levels and the implementation of two-level local government.

“This is not simply a matter of streamlining, but is actually a job that perhaps in the history of revolution since the founding of the country until now we have made such a large-scale revolution in organizational apparatus.

It is a revolution of turning point and era, not only adjusting and restructuring the overall organization of the political system, the national development space, institutional space, socio -economic space, promoting national governance, local governance, but also creating a new development model of strategic nature, long-term vision of the country, so that the country can take off into a new era, an era of strength, prosperity, prosperity, civilization and happiness," said the Minister.

Emphasizing that “we have truly been very successful in this organizational revolution,” the Minister said that the entire political system, especially the two-level local government, has been operating for three months, basically smoothly, without interruption, with initial effectiveness, ensuring connectivity and unity.

Believing that initial difficulties are inevitable, the Minister explained that our administrative system has been around for 80 years, and now restructuring the whole system will have difficulties and problems.

The Government Party Congress considers focusing on improving quality and efficiency after restructuring the apparatus, especially the operation of two-level local governments, as one of the key tasks in the coming term.

Minister Pham Thi Thanh Tra outlined six key tasks and solutions to achieve the goals of streamlining, efficiency, effectiveness, and efficiency, creating development and better serving the people.

The most important solution is to continue to perfect the institutional and policy system in all fields to unleash all resources for the most comprehensive, inclusive and effective development, including continuing to perfect the organizational structure, staffing, and creating the best legal corridor environment to ensure smooth operation of the two-level local government.

The second is to focus on streamlining and at the same time have specific measures to restructure the team of cadres, civil servants and public employees according to job positions, improve quality, and meet the requirements of the state administration in general and the two-level local government in particular.

“We are focusing very hard on this content to perfect the classification of administrative units, administrative unit standards, and urban classification as a basis for building functions, tasks, and powers, and determining job positions to determine the number of working staff,” the Minister informed.

She also said that the past was only an administrative guideline, and the coming time must be fundamental, to have a team of cadres, civil servants and public employees that ensures quantity, quality and structure, meeting the requirements of state administrative operations, and implementing national and local governance in a transparent, modern and effective manner.

Third, according to the Minister, more than ever, we must focus on effectively implementing decentralization, delegation of power, and determination of authority.

Recently, the Government has issued 30 decrees and 66 circulars of ministries and branches to decentralize, delegate power, and assign authority with a very large volume of tasks (nearly 900 tasks on decentralization, approximately 900 tasks on assigning authority to local authorities at provincial and commune levels).

It will be necessary to continue reviewing and evaluating feasibility so that localities can implement it, meeting the requirements of local decision, local action, and local responsibility.

The fourth solution mentioned by the Minister of Home Affairs is to strongly reform administrative procedures, reduce and simplify administrative procedures to better serve businesses and people, with the goal of creating development and serving the people.

The fifth is to focus on the application of science and technology, innovation and digital transformation. This is one of the core issues. To have a modern, professional, efficient, effective and efficient state administration, it is necessary to create a strong and synchronous digital transformation, build a digital society, digital citizens, digital government, digital administration; apply AI technology, and reduce staff.

The final solution proposed by Minister Pham Thi Thanh Tra is to focus on investing in socio-economic infrastructure, especially transport infrastructure to make travel more convenient and create momentum for development, with the most basic conditions for the effective operation of two-level local government.

Along with that, continue to pay attention to completing headquarters, facilities, and equipment to serve people, businesses, and public services, and to perform the functions and tasks of cadres, civil servants, and public employees more effectively./.
