After many years of not being implemented, two sections of Belt Road 2 in the east of Ho Chi Minh City, more than 6 km long, are expected to start construction at the end of this year with a total capital of nearly 14,000 billion VND.
The information was given at the conference to deploy the compensation and site clearance plan for the construction of two sections of Ring Road 2 in Thu Duc City on February 3. These are two of the four remaining sections of the uncompleted ring road, which was recently approved by the Ho Chi Minh City People's Council for investment last year with a total cost of about VND13,871 billion.

Of which, the first section is 3.5 km long, from Phu Huu bridge to Vo Nguyen Giap street (formerly Hanoi highway), invested in phase one with a capital of about 9,328 billion VND. The second section from Vo Nguyen Giap street to Pham Van Dong, is 2.8 km long, with a total cost of 4,543 billion VND. Both projects were cleared from the beginning, 67 m wide, then built parallel roads on both sides and made intersections. The vacant land in the middle of the route will be reserved for future implementation.
Mr. Vo Tri Dung, Head of the Compensation and Site Clearance Board of Thu Duc City, said that the land use demand for the two projects is estimated at more than 61.5 hectares with about 935 households and organizations affected. The locality plans to compensate, clear the site and resettle people in two phases.
From now until mid-March, the government will focus on collecting legal documents, making lists, approving project boundaries... After that, compensation will be implemented first for agricultural land or people with residential land who agree to hand over. The remaining cases of residential land or people who are slow to agree to hand over land will be done last.
"The locality aims to hand over about 70% of the site by November 2024 for the investor to start the project, before completing the entire project by March 2025," said Mr. Dung.
According to Chairman of Thu Duc City People's Committee Hoang Tung, from the experience of clearing the Ring Road 3 site, the locality will apply technology in the measurement and counting process to make the implementation more professional and effective.
"When completed, Belt Road 2 will not only create regional connectivity, but also be a driving force for economic and social development in Thu Duc," said Mr. Tung, adding that the locality has made detailed plans and is determined to complete site clearance milestones to start projects.

At the conference, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong said that the two sections of Ring Road 2 in Thu Duc City play a particularly important role, helping to open up more space for urban development in the east, connecting the Cat Lai, Phu Huu, Truong Tho port clusters... to reduce congestion in the inner city. For many years, the city's leaders have paid attention to closing the road, but due to budget difficulties, only now have conditions to arrange it.
"Therefore, Thu Duc must not let the site clearance bottleneck affect the progress of implementation," Mr. Cuong requested.
In addition to the two projects mentioned above, Ho Chi Minh City Ring Road 2 has two other unfinished sections. Section 3, also in Thu Duc City, is more than 2.7 km long from Pham Van Dong Street to Go Dua intersection, and has been under construction but is still unfinished. The remaining section (section 4) is located in the south of the city, 5.3 km long, connecting National Highway 1 through Nguyen Van Linh Street, which has not been invested in.
