In Ho Chi Minh City, the most talked about project is the flood control project, which started in 2016, invested by Trung Nam Group, with a total capital of nearly 10,000 billion VND with the goal of controlling high tides and reducing flooding for 6.5 million people in the central and southern areas. The project has been completed more than 90% of the volume for nearly 9 years but the project is still not finished.
The main reason is the legal entanglement of the BT contract. The payment of the counterpart land fund to the investor cannot be made, causing the construction to be interrupted. The slow site clearance and design adjustment also caused the project to increase its capital by more than a thousand billion VND. Similarly, the Go Dua traffic intersection project, located at the connection point of National Highway 1, Ring Road 2 and the axes leading to Dong Nai province, was started in 2015 with the expectation of reducing congestion and shortening travel time between the East - West region and the center of Ho Chi Minh City.
After more than 10 years of implementation, many sections are unfinished, especially the Go Dua intersection, which has only 1.5km left but cannot be connected! The main reason is the problem of site clearance and BT contract disputes between investors and management agencies... According to some experts, the "bright spot" paving the way for these two projects to restart is Law No. 90/2025/QH15, which has just been passed by the National Assembly , allowing the re-application of BT contracts from July 1, 2025. The Ho Chi Minh City People's Committee has also held many meetings to discuss and set a time to push this project to the finish line soon.
These are 2 of the 571 projects and works that have been stuck in Ho Chi Minh City (formerly), according to statistics from March this year. Meanwhile, according to a report in August, after the merger, Ho Chi Minh City had a total of 838 projects, works, and land plots that were stuck. Regarding these problems, according to the announcement at the recent expanded City Party Committee Conference, Ho Chi Minh City has had a mechanism to resolve 266/838 projects, works, and land plots that were stuck.
On a national level, statistics by mid-July this year showed that the country had 2,981 backlogged and prolonged projects, divided into three categories. The first group is projects with clear violations, the second group is projects with procedural problems, and the third group is projects with signs of violations. The backlogged projects, some of which are under the jurisdiction of the Central Government, are mainly under the jurisdiction of localities.
Thus, it can be affirmed that the long-standing backlog of projects is a chronic disease that occurs everywhere, a "blood clot" of the economy , causing terrible waste and loss of opportunities for national development. In order to break this "blood clot", the National Assembly has recently issued many Resolutions to remove it, and the Government has regularly urged ministries and localities to speed up implementation. The good news is that in many localities after the merger, many stuck and backlogged projects have been quickly handled. Many businesses are excited about the speed of processing documents in days and weeks, while previously they did not know how long they would "be soaked"!
Although it is positive, the reality is that the resolution is not as fast as expected. One of the reasons is that officials are afraid and afraid of making mistakes, so they do not dare to do it. To thoroughly handle this problem, the authorities should regularly review and report weekly and monthly updates on stuck projects, stating specific causes. If there is a lack of a legal framework, it should be supplemented promptly. If the problem is due to officials, the spirit of daring to do and taking responsibility must be thoroughly understood.
For each project, it is necessary to assign specific focal points. If any unit is slow due to unreasonable reasons, then the responsibility should be assigned and the head should be disciplined or transferred. This approach should also shed light on the projects that have been started and broken ground in recent times. When the government is responsible for each penny of project investment capital, it is hoped that many projects will soon be completed, serving the people and moving the country forward.
