99 graduates were not awarded degrees, leaders asked to learn from experience

On August 15, the Department of Education and Training of Dak Lak province confirmed that the unit had issued a notice of inspection conclusions at Dak Lak Pedagogical College.

According to the conclusion, the enrollment of the College-level Preschool Education program, part-time program (linking from the Preschool Teacher Training College) at Dak Lak Pedagogical College has exceeded the target by 100.

Specifically, in the 2021-2022 school year, Dak Lak Pedagogical College recruited 184/97 targets (exceeding 87 targets).

By September 2022, the Ministry of Education and Training had organized an inspection team, discovered the incident and requested this unit to conduct a review and promptly resolve the granting of degrees to students.

Although the Ministry of Education and Training pointed out the violations, in the 2022-2023 school year, Dak Lak Pedagogical College continued to recruit 55/42 targets (exceeding 13 targets). As a result, 52 candidates took the exam and graduated in June 2023, but have not yet been awarded a diploma.

The conclusion also pointed out that Dak Lak Pedagogical College recruited students and upgraded teachers’ qualifications when they did not meet the minimum requirements to implement the training program. This resulted in 47 students who had taken the graduation exam but were not awarded a diploma and 30 candidates were not allowed to take the graduation exam.

The Dak Lak Department of Education and Training pointed out violations in enrollment and training at Dak Lak Pedagogical College, which were pointed out by previous inspection teams in previous school years but were not corrected, and the violations were repeated in the following years. To date, the school has a total of 99 students who have taken the exam and graduated in 2023 but have not been awarded a diploma.

Thereby, the Department of Education and Training pointed out that the collective leadership and head (Vice Principal in charge) of Dak Lak Pedagogical College had advised on the assignment of annual quotas that were not in accordance with regulations; did not ask for written opinions from the Department of Education and Training, the Provincial People's Committee, and the Ministry of Education and Training on adjusting quotas but arbitrarily recruited more than the enrollment quota.

The Department of Education and Training of Dak Lak province requested Dak Lak Pedagogical College to continue reviewing the entire process of enrollment, training, exam organization and related contents; promptly correct errors, ensure learners' rights as soon as possible and report to the Department of Education and Training before September 30.

Based on the direction of the Dak Lak Provincial People's Committee and the Department of Education and Training on reviewing the responsibilities of organizations and individuals related to violations in enrollment, training, and graduation certificate issuance, the Pedagogical College has reviewed the organization and collective.

Thereby, reviewing Mr. Nguyen Ngoc Thanh, Vice Principal, in charge of Dak Lak Pedagogical College. Mr. Thanh accepted the form of review to gain experience.

The school reviews the Science and Training Council and the Training and Development Department. The groups also self-review and draw lessons.

It is known that regarding the recruitment of part-time students, there is a violation of recruitment exceeding the quota and not in accordance with regulations. Dak Lak Pedagogical College is waiting for instructions on issuing diploma blanks from the Ministry of Education and Training.
