Dak Lak: Request to speed up site clearance and construction of Khanh Hoa - Buon Ma Thuot expressway

Dak Lak Provincial People's Committee has sent a document to the investor and relevant departments and branches requesting to speed up the progress of site clearance and construction of component project 3 of Khanh Hoa - Buon Ma Thuot expressway.

Accordingly, the Provincial People's Committee requested departments, branches, investors, the Provincial Land Fund Development Center, and the People's Committees of communes to urgently coordinate to remove obstacles related to technical infrastructure relocation; develop and promulgate specific land prices; procedures for land recovery notification; confirmation of land origin; procedures for licensing material mines, dumping sites, and resettlement support.

Component 1 project of Khanh Hoa - Buon Ma Thuot expressway section through Dak Lak province has begun asphalt paving.

Request the People's Committees of Vu Bon, Tan Tien, Ea Knuec, Ea Ning, Ea Ktur communes to urgently and thoroughly handle the existing problems in site clearance. At the same time, preside over and coordinate with the police to develop plans and plans to protect construction sites in cases of intentional non-handover of site, ensuring compliance with legal regulations.

Request the Provincial Land Fund Development Center to closely coordinate with the Land Registration Office and localities to complete the extract, compensation plan, submit specific land valuation, and promptly complete legal documents to relocate the 500kV power line.

Regarding construction organization, the Provincial People's Committee requested the investor to resolutely direct contractors to organize construction in 3 shifts, 4 teams, focusing on completing slow-moving items (asphalt concrete, traffic safety, bridges, underpasses, culverts), especially overcoming the slow progress in packages 1 and 3.

Lack of construction materials and problems in site clearance have slowed down the project's progress.

The Provincial People's Committee also assigned the Department of Agriculture and Environment to preside over and coordinate with relevant departments and branches to study current regulations to promptly guide and unify the process of handing over and managing dumping sites, and report to the Provincial People's Committee before October 15, 2025.

The Department of Construction, as a specialized state management agency, is assigned to preside over and coordinate with relevant units to regularly inspect, supervise, and urge investors and contractors in organizing construction, ensuring quality, progress, and safety of the project.
