Review and resolutely complete tasks in order of priority from now until the end of the year.

On the afternoon of October 21, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee to review the situation and results of the implementation of tasks in various fields in the first 10 months of 2025, and key tasks for the last months of 2025.

Also attending were Deputy Prime Ministers, leaders of the Government Office and departments, bureaus and units under the Government Office.

Reports and opinions at the meeting unanimously assessed that, in the context of complex and unpredictable developments in the world and region, every year and in the 2021-2025 period, the volume of tasks and work under the authority of the Government and the Prime Minister is increasing every year; each year is more than the previous year.

Along with that, 2025 is the last year of the term, so the workload of the Government, Prime Minister, ministries, agencies and localities is very large.

According to the Government Office's monitoring, from the beginning of the year to October 20, the Government and the Prime Minister assigned 9,831 tasks to ministries, agencies and localities, including 1,173 key tasks. To date, ministries, agencies and localities have completed 7,892 tasks (80.3%), 1,602 (about 16.47%) tasks within the deadline, 319 tasks are overdue or unfinished (3.23%).

Implementing the working program of the Politburo, the Secretariat and the conclusions of key leaders, the Government Party Committee, the Party Committees of Ministries and Government agencies were assigned 148 projects to submit to the Politburo and the Secretariat (including 91 additional and arising projects); up to now, 120 projects have been submitted, and 28 projects are being urgently completed and submitted in November and December to ensure progress.

Implementing the conclusions at the working sessions of key leaders, the Government Office has issued nearly 80 documents conveying the Prime Minister's opinions on assigning tasks to ministries, branches, and localities and directing and urging work handling.

Basically, the tasks mentioned in the conclusions of key leaders have been included in the projects and reports submitted to the Politburo, the Secretariat, and the tasks assigned by the Government and the Prime Minister and have been basically completed. At the 10th Session of the 15th National Assembly, the Government submitted 120 files and documents to the National Assembly.

In nearly 10 months, the Government and the Prime Minister have issued 331 legal documents (275 decrees, 12 resolutions, 44 normative decisions) and 640 directive and administrative documents (416 resolutions, 31 directives, 193 telegrams), 2,330 reports and submissions.

The Government Office issued 765 notices of instructions and conclusions of the Government Standing Committee, the Prime Minister, and Deputy Prime Ministers (an increase of 14.5% over the same period last year). The Prime Minister and Deputy Prime Ministers chaired more than 1,900 conferences, meetings, working sessions, and business trips to localities and bases, nearly twice as many as the same period last year. The agencies served to implement 58 activities of key and senior leaders (a double increase over the previous year).

In general, despite having to handle a large volume of tasks and work in the past 10 months, with high determination and great efforts, the Government, the Prime Minister, all levels, sectors and localities have directed and operated resolutely, synchronously, effectively, with focus and key points and achieved outstanding achievements.

However, in performing their tasks, some ministries, agencies and localities are still behind schedule, and documents, projects and reports do not ensure quality... The causes of the above limitations are both objective and subjective, including many important tasks of a complex nature that require completion in a short time.

In his concluding remarks, Prime Minister Pham Minh Chinh assessed that in general, the tasks of this year are more than the previous year, but the results of this year are higher than the previous year, which is very commendable. The members of the Government have made great efforts, "day and night" to complete the assigned tasks.

Stating that from now until the end of the year, the time is not long, there is a lot of work, high requirements, timely progress, and quality must be improved, the Prime Minister emphasized that determination must be very high, efforts must be great, actions must be very drastic, effective, focused, and key, each task must be completed, each task must be done properly, and the assignment must be "6 clear": clear people, clear work, clear time, clear responsibility, clear authority, and clear products.

Ministries, ministerial-level agencies, government agencies, and localities must seriously and timely perform assigned tasks and ensure the quality; promote the responsibility of Ministers, heads of agencies, and Chairmen of People's Committees of provinces and cities.

The Prime Minister requested to review all work in order of priority, especially the development and completion of projects to be submitted to the Politburo and the Secretariat, laws, resolutions, and documents to be submitted to the National Assembly at the 10th Session - the last session of the 15th tenure; focus on leadership and direction, assigning specific responsibilities to Government leaders and Ministers to complete.

The Prime Minister specifically assigned Deputy Prime Ministers to directly direct and preside over the implementation of important and urgent tasks that need to be focused on, including handling backlogged and prolonged projects; promoting growth, stabilizing the macro-economy, controlling inflation, ensuring major balances of the economy; issuing construction bonds and perfecting standards and regulations to promote the Lao Cai-Hanoi-Hai Phong railway project; assigning Government members to inspect and urge the promotion of public investment disbursement; reviewing the operation of two-level local governments; organizing the 11th National Patriotic Emulation Congress; preparing and serving the 14th National Congress of the Party...

The Prime Minister also emphasized the requirement to strictly implement working regulations, ensure discipline and administrative order; reduce and simplify administrative procedures; closely follow the work program and actual situation; and both issue quality documents and organize effective implementation.

The Prime Minister directed the Government Office to coordinate with the Government Party Committee Office and relevant agencies to develop a set of criteria for evaluating cadres on the basis of specifying Regulation No. 366-QD/TW dated August 30, 2025 of the Politburo on reviewing, evaluating and classifying the quality of collectives and individuals in the political system.
