On the evening of October 21, the People's Committee of An Hai Ward inspected many roads in the area that were at risk of flooding, in order to propagate and mobilize people to proactively raise their properties to prevent flooding.
"The People's Committee of An Hai Ward conducted a field survey with the primary purpose of propagating, reminding and advising people to proactively raise their belongings to safe locations; at the same time, consider and develop plans to evacuate people in case of heavy rain. At the same time, consider upgrading and repairing infrastructure in areas that are frequently flooded in the ward," said Vice Chairman of the People's Committee of An Hai Ward, Duong Thanh Ha.

From October 21 to October 23, the sea area from the south of Quang Tri to Quang Ngai has wave height gradually increasing to 4-6m.
On the mainland of Da Nang city, due to the influence of storm circulation and cold air combined with easterly wind disturbances and terrain effects, from the afternoon of October 22 to 27, Da Nang is likely to experience a widespread heavy rain, lasting for many days, with some areas having very heavy rain with total rainfall of 400-700mm, in some places over 900mm.

Accordingly, the People's Committee of An Hai Ward requested relevant units to prepare rescue forces, vehicles and equipment to respond to the storm, and proactively ensure the safety of people and property, especially in tourist areas and coastal and riverside areas.
The Economic - Infrastructure and Urban Department of An Hai ward coordinated with units to mobilize human resources to clear sewers, clean water intakes, remove necessary manholes and trim trees to prevent them from falling during the 2025 storm season.
Currently, the ward police force and Son Tra Border Guard Station are also proactive in deploying forces and means to respond to storms, ensuring security and order, safety of property and boats; schools and medical stations are on duty to prevent natural disasters; agencies and units monitor and maintain contact to handle the situation promptly; the Fatherland Front and organizations propagate and mobilize people to reinforce houses, clear sewers, and clean residential areas.

In addition, on October 21, the Department of Construction of Da Nang City issued a document requesting the Inland Waterways Port Authority to coordinate with port and inland waterway management and operation units to urgently deploy plans to prevent storms and floods and raise the span of Nguyen Van Troi Bridge to facilitate the relocation of boats to avoid storms.
Accordingly, all tourist boats anchored at Han River Port and CT15 Inland Waterway Terminal must move to safe shelters.

On the same day, Son Tra Border Guard Station coordinated with functional forces to inspect and remind people to prevent storms, ensure safety for tourists, guide boats to anchor in the right place, encourage fishermen not to stay on board, arrange storm shelters for fishermen from other provinces and require construction works to dismantle dangerous materials and equipment.

The leaders of Phu Loc Border Guard Station mobilized officers and soldiers to help people arrange their vehicles and bring their boats ashore to avoid the storm. Currently, the storm situation is complicated, boats that have come to anchor to avoid the storm are not allowed to move on the Han River on their own to prevent strong floodwaters from causing danger.
On the evening of October 21, 2025, Son Tra Border Guard Station organized the firing of emergency storm warning flares and sent visual warning signals from the mainland to notify vehicles and boats operating near the shore to be aware of dangerous weather conditions and proactively move to safe shelters to prevent storm No. 12.
