Although the storm has weakened, the pressure on the dike system in Bac Ninh province is still very high. According to the report updated at 8:00 p.m. on October 8, the water level on the main rivers (Cau River, Thuong River, Luc Nam River, Duong River) is still high and is showing a decreasing trend.
It is forecasted that in the next 2 to 3 days, the rain will decrease rapidly, and the possibility of a complete end to the rain caused by storm No. 11 will be seen from October 10. However, the risk to the dikes still exists. Field inspections show that many weak, vulnerable, and leaking dikes are overflowing, collapsing, and leaking water... seriously affecting the safety of the dikes and people's lives.
For example, the Huu Thuong dike (Phuc Hoa commune): At 3 locations, the flood overflowed 850m long. Local authorities urgently built earthen sacks to prevent overflow during the night, completing at 3am on October 8. However, this dike is still being closely monitored because many other locations are also at risk.

The dykes in Phu Khe, My Ha, Dong Chan... all had overflows and landslides, some places broke 10-70m long, forcing the emergency evacuation of 500 households.
The right dike of Cau and the left dike of Thuong recorded many leaks, seepage, erosion and subsidence. The People's Committees of Tam Giang and Yen Trung communes temporarily handled the situation from the first hours. Some culverts under the dike continued to flow freely into the fields.
Many pumping stations stopped operating. Some irrigation works were flooded and forced to stop operating, such as: Duong Duc pumping station was completely flooded; Cong Trang pumping station had to relocate 12 generators; Phu Khe drainage culvert (left bank of Ngu Huyen Khe) had a water leak and had to be temporarily sealed to prevent the risk from spreading...
In his directive speech, Director Pham Duc Luan emphasized: "The flood situation is complicated, Bac Ninh province needs to mobilize maximum local forces, focus on handling vulnerable points, patrol and guard 24/7. Special attention must be paid to the four main dikes, especially the Cau River dike section through Hop Thinh and Xuan Cam - where there is a high risk of leakage and erosion."

He also requested to review all the dike lines, classify the areas that can be accepted for natural overflow, without intervention, to reduce pressure on the main dike. Instruct the militia, army and flood and storm prevention forces to properly implement the techniques of spreading tarps and reinforcing the dike with sandbags. Have a plan to evacuate people and property from dangerous areas, and proactively respond if the river water level continues to rise.
Mobilize and implement the "4 on-site" motto (on-site command, on-site forces, on-site means, on-site logistics) to promptly respond to all situations, with the highest goal of ensuring the safety of people's lives and property.
During the night of October 8 and early morning of October 9, comrades Pham Duc Luan and Le Xuan Loi inspected the actual flood control work in Hop Thinh and Xuan Cam communes. These are two localities where the left-bank dike of Cau River passes through, with many sections of water overflowing and long-term cracks on the dike surface.

Currently, Hop Thinh commune has mobilized forces to build a dike thousands of meters long across the area to prevent water from flooding into residential areas. The section of the dike surface through Mai Ha village, Xuan Cam commune has a large crack stretching about 150 meters. The people and the Army and Police forces have supported the construction of a dike to prevent water from flooding and keep the dike surface from being damaged further.
At the inspection sites, after mobilizing forces to participate in flood prevention, comrade Pham Duc Luan requested local authorities, military forces, police and local forces to coordinate and mobilize people to raise vigilance, continuously check the dike to promptly detect overflows, extrusions, and unusual developments to immediately implement initial handling measures.
Comrades Pham Duc Luan and Le Xuan Loi also requested that localities always prepare human resources, materials, and equipment on the dike so that when an incident occurs, they will not be passive and will respond promptly. Thereby, absolutely ensuring the safety of the lives and property of the people, the State, and the dike routes.
