Bac Ninh: Creating momentum for supporting industries

BAC NINH - Seizing the opportunity from the wave of foreign investment, many enterprises in Bac Ninh province have proactively built a methodical production and business strategy, gradually becoming an important link in the global supply chain. With many policies from the Central and local governments, the province's supporting industry is expected to be activated, creating new momentum, making a great contribution to economic growth.

"Satellites" of many large corporations

HANEL PT New Generation Technology Joint Stock Company, headquartered in Tien Son Industrial Park, was established and put into operation in 2007, specializing in the production and assembly of electronic circuit boards and the production of electronic components. Constantly innovating and expanding its field, HANEL PT has developed a line of smart dryers under the SASAKI brand, which is a remarkable technological step forward in the agricultural processing industry. The special feature of the SASAKI dryer is its ability to retain the color, quality and flavor of agricultural products after drying, contributing to increasing the commercial value and meeting export standards.

With many years of experience, HANEL PT is currently a tier 1 vendor of a number of multinational corporations, especially partners from Japan. The company is creating stable jobs for about 300 employees, actively contributing to the development of the local economy . According to the representative of the company's leadership, since its establishment, HANEL PT has proactively researched the needs of foreign enterprises investing in the province, thereby building appropriate approaches and signing orders. During the cooperation process, the company always strictly adheres to commitments, ensures quality and progress, builds trust and long-term cooperative relationships with customers.

In Hoang Van commune, Suntech Joint Stock Company is one of the typical supporting industry enterprises, currently creating jobs for more than 500 workers. The company specializes in providing chargers, headphones and some phone components, with annual revenue reaching hundreds of billions of VND. Striving to overcome many difficult periods, the company is a component supplier for many foreign partners.

According to the Department of Industry and Trade, the whole province has about 3,000 supporting industrial enterprises participating in the supply chain. Of which, Vietnamese enterprises account for more than 50% of the total number of enterprises. This result shows that Vietnamese enterprises have proactively grasped the trend of attracting foreign investment to build production and business strategies, gradually participating more deeply in the global supply chain. Enhance internal capacity

According to Mr. Vu Quy, Head of the Industrial Management Department (Department of Industry and Trade), although the supporting industry in Bac Ninh has recently shown signs of growth, its proportion is still modest in the total production value of the whole industry. In 2024, the production value of supporting industry will only account for more than 10% of the structure of the processing and manufacturing industry. Notably, supporting industry enterprises are still heavily dependent on imported raw materials.

According to estimates from the Department of Industry and Trade, the province has about 3,000 supporting industrial enterprises participating in the supply chain. Of which, Vietnamese enterprises account for more than 50% of the total number of supporting industrial enterprises.

Realizing the role of supporting industry in industrial development, based on the direction from the Central Government, Bac Ninh province has implemented many practical policies. Notably, the issuance of the Regulation on management of funding for supporting industry development, specifying the spending levels for supporting activities; signing a tripartite Memorandum of Understanding between the Ministry of Industry and Trade , the Provincial People's Committee and Samsung Electronics Vietnam Co., Ltd. on the capacity building consulting program for Vietnamese enterprises; and approving the Supporting Industry Development Program for the period 2021-2025 with a total budget of nearly 154 billion VND. Next, many projects have been implemented to improve business capacity such as: Investigation, survey and assessment of the capacity of supporting industry enterprises in the province to build a database; Consulting, technical support for applying continuous improvement tools in production... Thanks to these programs, many domestic enterprises have accessed new technology and partners, expanded markets, and strengthened ties with FDI enterprises.

At the macro level, in order to promote the development of supporting industries, the Government has just issued Decree 205/2025/ND-CP amending and supplementing a number of articles of Decree 111/2015/ND-CP dated November 3, 2015 on the development of supporting industries. According to some experts, this Decree, effective from September 1, 2025, has expanded incentives on capital, technology, human resources and markets, creating a boost for supporting industries to accelerate in the coming time.

Bac Ninh is affirming its position as one of the key industrial centers of the country, with its production scale increasingly expanding. Industry is identified by the province as the main driving force for local economic growth, so the supporting industry still has a lot of potential and open opportunities.

Currently, the Department of Industry and Trade is actively advising on the development of a supporting industry development program for the 2025-2030 period. In 2025, the focus will be on implementing technical innovation activities, improving productivity, quality and optimizing operational efficiency for businesses. At the same time, the province will coordinate with large corporations to develop a program to send experts to support technology, management and improve competitiveness.

In order to improve the quality of consulting, the Department of Industry and Trade also proposed that the Ministry of Industry and Trade support experts in surveying and assessing the level of readiness to apply smart manufacturing in enterprises in the province, especially in the fields of digital transformation, automation and smart factory applications. At the same time, it is recommended to train a team of experts to advise on smart manufacturing solutions for potential enterprises, gradually integrating this content into the Ministry's consulting and expert training program, first of all, digital transformation consulting - an important step to improve internal capacity and the ability to participate deeply in the global supply chain.
