Bac Ninh deploys the construction of a set of indexes to serve the direction and operation work.

DNVN - On the morning of September 3, comrade Mai Son, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the People's Committee of Bac Ninh province chaired a working session on index building and connecting and sharing data to serve the direction and administration of the Provincial People's Committee and the Chairman of the Provincial People's Committee.

The index for direction and administration is a quantitative tool, reflecting the level of performance of state management tasks, thereby helping leaders of administrative agencies monitor, evaluate, warn and make timely decisions.

Implementing the direction of the Government Office , ministries, branches and localities build a set of indicators to serve the direction and administration work, ensuring full coverage of 5 groups of indicators (input, process, task results, policy/impact results, synthetic indicators); clearly stipulate the principles of selecting indicators, the "one data - one source - one owner" mechanism and the 6-step process.

After the merger, Bac Ninh province has deployed the construction of a unified set of common indicators for the whole province, closely following the Government's instructions, ensuring the ability to integrate, connect, and be transparent, creating a foundation for the formation of a centralized smart operating system.

The province established a Working Group to identify and develop the Provincial Index, headed by the Standing Vice Chairman of the Provincial People's Committee; the Provincial People's Committee Office is the standing agency; the Provincial Public Administration Service Center is the technical focal point.

The working group is responsible for reviewing and determining information needs to serve the direction and administration of the Provincial People's Committee and the Chairman of the Provincial People's Committee. The group also makes a list of expected indicators to serve the direction and administration; works with specialized agencies and units to select and standardize the attributes of each indicator. At the same time, coordinates with agencies and units to screen and unify the list of indicators.

At the working session, representatives of leaders of departments, branches and units discussed the contents of the Steering and Operation Index of the Provincial People's Committee. In particular, it was proposed to review and clarify to ensure comprehensiveness and consistency with the indicators of 6 groups of fields: Economy ; Finance - State Budget; Investment - Construction; Enterprises; Society; Public Administration... From there, make a plan to build and integrate into the 6 current groups. The goal is to ensure comprehensiveness, centralized management, providing a comprehensive picture of all aspects of the province's activities, helping provincial leaders quickly grasp the bright spots that need to be promoted and the bottlenecks that need to be removed, in accordance with the functions and tasks of each department, branch, agency, unit and locality.

Speaking at the working session, Mr. Nguyen Ngoc Nam, Deputy Chief of the Provincial People's Committee Office, Director of the Provincial Public Administration Service Center, said that the development of the Index Set is the content of the digital transformation work in the direction and administration of the Provincial People's Committee. After discussing and synthesizing opinions from the sectors, the Provincial People's Committee Office will consult with the Chairman of the Provincial People's Committee and the working group to organize surveys at agencies and units. At the same time, continue to grasp the practical implementation of tasks, review and count each index; agree to develop and promulgate a set of basic and feasible indexes for promulgation and implementation; implement with a specific roadmap according to the actual situation.

Concluding the working session, Comrade Mai Son, Permanent Vice Chairman of the Provincial People's Committee, emphasized that this is a set of core indicators that helps leaders of administrative agencies monitor, evaluate and direct in a timely manner. Therefore, the Provincial People's Committee Office needs to closely coordinate with the Government Office to organize work, review and determine the core indicators of the sectors, ensure full data, and report back to the province's indicators according to the criteria set by the Central Government.

After this meeting, based on the data proposed by the sectors to be included in the index set, the Provincial People's Committee Office will fully synthesize, work with the sectors, determine the indexes, ensure full data, according to the Central's instructions, compare on the system, and advise the Chairman of the Provincial People's Committee to issue the Index set before September 15.

The Department of Science and Technology shall preside over and coordinate with relevant sectors to review a number of missing indicators and add them to the province's IOC, serving the direction and administration of the Provincial People's Committee in the coming time.
