The 1st Hai Phong City Party Congress is brighter with the aspiration to stand shoulder to shoulder with big cities.

Hai Phong today is "wider in space, longer in stature, brighter with the aspiration to stand shoulder to shoulder with major cities in the region and the world".

The city has an important foundation to confidently move forward: the Party, government and people are united; superior policies and mechanisms; synchronous and modern infrastructure; high-quality human resources; safe living environment, the most competitive investment environment in the country, and above all, the heroic tradition, the steadfastness of the Port City and the rich culture of the Eastern region.

That was the emphasis of Central Party Committee member, City Party Secretary, Head of the City National Assembly Delegation Le Tien Chau in his closing speech at the First Hai Phong City Party Congress, term 2025 - 2030 on the morning of September 27.

Taking the lead in building a socialist model associated with socialist people

In his opening speech at the Congress, Secretary of the City Party Committee Le Tien Chau emphasized: this is a particularly important historical milestone for the city's development in order to realize its aspiration to rise up, turning Hai Phong into a modern, civilized port city, an important driving force for the country's development, taking the lead in building a socialist model associated with socialist people.

The Secretary of the City Party Committee emphasized: in the 2020 - 2025 term, in the context of being heavily affected by the Covid-19 pandemic, storm Yagi, natural disasters and fluctuations in global security and trade, along with the profound impact of the Fourth Industrial Revolution, the Party Committee, government and people of Hai Phong - Hai Duong have taken advantage of the leadership and direction of the Central Government; steadfastly pursued the goals set at the beginning of the term; united, unified, and made efforts to overcome difficulties and challenges, achieving many outstanding and comprehensive results.

The economy has grown strongly, culture and society have made many advances, leading the country in poverty reduction, new rural construction, social housing development and care for policy beneficiaries. In particular, the Yen Tu - Vinh Nghiem, Con Son, Kiep Bac relic and scenic complex and Ha Long Bay - Cat Ba archipelago were recognized by UNESCO as World Heritage Sites, raising the position and image of Hai Phong land and people on the international map; national defense and security have been strengthened, politics and society have been stable, and foreign relations have been expanded.

The Political Report of the City Party Executive Committee presented by Deputy Secretary of the City Party Committee and Chairman of the People's Committee Le Ngoc Chau to the Congress emphasized the important results of the past term. In particular, the highlight is promoting administrative reform and digital transformation in the Party and the political system; innovating the issuance of resolutions according to the motto "clear work, clear people, clear resources, clear progress, clear responsibilities". Administrative reform, especially administrative procedure reform and digital government building, has achieved many outstanding results, always in the top of the country. Building e-government improves the quality of service for people and businesses.

" Look far, look wide, think deep, do big"

Basically agreeing and appreciating the important results achieved in the fields of socio-economics, national defense, security, and foreign affairs as stated in the Political Report presented to the Congress, in his speech at the Congress, Prime Minister Pham Minh Chinh emphasized three points: the spirit of solidarity to overcome difficulties, the aspiration to rise up and develop strongly in the entire Party, the entire people, and the entire army is constantly fostered and urged; economic growth is maintained at a high level, averaging 11.39%/year. Hai Phong is the only locality in the country with double-digit growth for 10 consecutive years. Growth quality has been improved; economic structure has shifted positively towards industrialization, modernization, digitalization, and greening; strategic infrastructure has been invested synchronously and modernly; the appearance, landscape of urban and rural areas and people's lives have been increasingly improved. The investment and business environment has been strongly and continuously improved among the leading localities in the country.

Promoting the tradition of the heroic Port City and the achievements that have been made, the Prime Minister hopes and believes that the Party Committee, government, army and people of Hai Phong, who have already united, will unite even more, join hands, make the highest efforts, create momentum, create force, create new steps of development, breakthroughs, develop faster, more firmly and sustainably, build Hai Phong according to the 12- word motto: "Solidarity - Prosperity - Modernity - Prosperity - Civilization - Happiness", soon become a socialist city - harmonious, bright, green, clean, beautiful, worth living, contributing effectively and efficiently to realizing the two 100-year strategic goals of the Party with the spirit of "The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss and do - no retreat".

Important foundation to confidently move forward

In his closing speech at the Congress, Secretary of the City Party Committee Le Tien Chau emphasized that the success of the 2020 - 2025 term with many outstanding results in all fields has created a solid foundation for the new development path of Hai Phong city, with a greater position and responsibility, worthy of being the strategic growth pole in the North of the Fatherland. On that basis, the Congress has determined the goal by 2030: "Hai Phong becomes a modern, civilized, ecological and livable industrial port city of the Southeast Asian region; a pioneer in industrialization, modernization, digital transformation, green transformation and innovation; a leading center of marine economy, high-quality tourism, services - logistics and clean energy in the country, an international center for training, research, application and development of marine science and technology... Leading in building a socialist model associated with socialist people".

The Congress identified 29 main targets, 5 strategic breakthroughs and 11 key tasks and solutions, which are pillars for the city's development model until 2030, with a vision to 2045. In particular, the GRDP growth target for the 2026 - 2030 period is from 13% or more, striving to reach 14%, which was affirmed by the Congress with the highest consensus and determination to act.

At the Congress, Party Central Committee member, Deputy Head of the Central Organizing Committee Nguyen Quang Duong announced the Politburo's Decision appointing the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Hai Phong City Party Committee for the 2025-2030 term; accordingly, Party Central Committee member, City Party Committee Secretary, Head of the City National Assembly Delegation for the 2020-2025 term Le Tien Chau holds the position of City Party Committee Secretary for the 2025-2030 term. Deputy Secretaries of the City Party Committee for the 2020-2025 term: Do Manh Hien, Le Ngoc Chau, Le Van Hieu, Pham Van Lap hold the position of Deputy Secretaries of the City Party Committee for the 2025-2030 term.

The Congress also announced the decision of the Party Central Committee Secretariat to appoint the City Party Committee's Inspection Committee for the 2025-2030 term and the Hai Phong City Party Committee Delegation to attend the 14th National Party Congress; accordingly, Chairman of the City Party Committee's Inspection Committee for the 2020-2025 term Vu Hong Hien holds the position of Chairman of the City Party Committee's Inspection Committee for the 2025-2030 term.
