Digital learning materials, sample lesson plans, and electronic lectures have become "companions", helping teachers in mountainous areas overcome shortages and bring fairer and more lively lessons to students.
This is not only a solution to the problem of lack of teaching resources, but also a testament to the strength of the community, so that no teacher in the mountainous areas is left behind.
Spreading new ways of doing things
After the merger, the scale of education in Phu Tho and Tuyen Quang increased significantly. Phu Tho currently has 1,957 educational establishments with nearly 969,000 students and more than 60,000 cadres, teachers and employees, but still lacks 2,473 positions. Tuyen Quang has 1,054 schools, 493,707 students, of which ethnic minority students account for 78%, with more than 1,803 separate schools.
In this challenging picture, digital transformation and especially the open learning materials library portal are becoming effective solutions to improve the quality of education. Here, teachers can access sample lesson plans, electronic lectures, videos , reference materials, etc. to apply directly to the lesson. Instead of each person having to figure out how to prepare lessons by themselves, now everything has been jointly built and shared by the community.
Ms. Dinh Thi Bich Lien, an English teacher at Long Coc Secondary School ( Phu Tho ), said: “I join the Phu Tho Province English Zalo group with 703 members. Every day, dozens of teaching materials are shared, from exam questions to new teaching methods. Thanks to that, I save time preparing and have more vivid ideas for the lesson.”
At the preschool level, the “digital learning portal” model has also been creatively applied. In Thuan Hoa commune, a particularly disadvantaged commune in Tuyen Quang province, where ethnic minority children account for 96.5%, Huong Duong Kindergarten has boldly built a shared learning materials warehouse on the Padlet platform.
Ms. Tran Thi Vu, the school's principal, said: "At first, teachers were confused and did not know how to upload lesson plans, learning materials or videos to the system. But after a while, everyone saw the benefits. Instead of preparing manual materials for hours, now they just need to open the warehouse to have all the documents, from STEAM lesson plans, illustrated lesson plans, flip books, poems to directive documents."
Teachers responded very positively, the rich source of learning materials helps save time, and at the same time opens up many new ideas to integrate technology into the lessons. Children also show more interest and enthusiasm in lessons with vivid images and sounds.
However, the implementation process still has limitations. Many features of Padlet have not been exploited, teachers have not mastered digital skills, facilities are lacking, and internet connection is unstable. The school is still in the process of perfecting the learning materials warehouse, while encouraging each teacher to become a "technology nucleus" to spread new ways of doing things.
Ms. Vu expressed: “If there are more online classrooms, computers, Internet-connected devices, along with training courses on IT, digital transformation and artificial intelligence applications, the efficiency will certainly be higher. We hope that all levels will pay attention and support, so that each teacher in remote areas can proactively participate and master technology.”

Community responsibility
If at preschool level, Padlet becomes a "communal learning materials portal", then at high school level, the sharing and application of learning materials is organized systematically through professional activity clusters. Ms. Trinh Thi Thanh Thuy, Principal of Tan Trao High School (Tuyen Quang), said: Since the merger of the province, the management scope of the Department of Education and Training has expanded, the number of schools has increased sharply. To support teachers, the Department has decided to establish professional activity clusters, both in person and online.
“Whether meeting in person or online, we focus on building and sharing documents and learning materials. This is an important solution to improve the overall quality of education in the cluster,” Ms. Thuy emphasized.
According to Ms. Trinh Thi Thanh Thuy, these documents are built on the curriculum framework of the Ministry of Education and Training, but are flexibly adjusted according to each type of school and each region. Even within the same school, the application is different. For example, at Tan Trao High School, with the same document, teachers will classify the subjects, students who have not achieved are taught at level 1 - 2; those who have achieved are at level 3; those who are good and excellent are aimed at level 4. Thanks to that, the general document is "personalized" to suit each class and each student.
“To be effective, schools must proactively apply learning materials that are relevant to their units. They cannot teach everything in one format, but must be flexible and differentiated,” Ms. Thuy added.
Not only in kindergarten or high school, the online sharing model is also flourishing at other levels of education. Mr. Cao Ba Ha, a Math teacher at Long Coc Secondary School, is currently participating in the new Phu Tho Math group (602 members), the old Phu Tho group (622 members) and the Tan Son Math group (57 members).
Mr. Ha shared: “In the group, we discuss everything from educational plans, test questions to how to apply technology in teaching. There are days when just one math problem brings dozens of comments, helping me learn a lot to apply to students.”
These small groups are the “nucleus” that contributes to creating a large-scale open learning resource library. From hastily prepared lesson plans, PowerPoint lectures edited in the middle of the night, to elaborate video lessons… all contribute to nurturing the common resource store.
In the 2025-2026 school year, both Phu Tho and Tuyen Quang have focused on digital transformation. Phu Tho strives for 100% of teachers to be proficient in IT application, building a smart education platform. Tuyen Quang has deployed digital transcripts and digital signatures for teachers, and nearly 160 high schools have online classrooms.
More importantly, the formation of an open learning materials library portal, where teachers from poor communes, small schools or central schools can access common resources. There, the limitations in facilities are partly compensated by the power of technology, community spirit and creativity of teachers. This is also a testament to the effectiveness of the emulation movement "For the poor - No one is left behind" in the period of 2021 - 2025 in mountainous education.
