Bach Xa effectively operates the new commune-level government

Established on the basis of merging three communes: Yen Thuan, Bach Xa and Minh Khuong, after more than two months of implementing the new commune-level government model, Bach Xa commune has initially affirmed its effectiveness in reforming administrative procedures and improving the quality of service to the people.

Clear people, clear work, clear responsibilities

At the Bach Xa Commune Public Administration Service Center, Ms. Nguyen Thi Van, Luc Son village, is completing procedures to notarize her child's birth certificate. She shared: "From home to the Center is about 10 km, the road is still difficult because it is under repair, but when I arrived here, the staff guided me enthusiastically, resolved the problem quickly, and did not have to go back and forth many times. After the merger, the procedures were quick and easy, and everyone who came was enthusiastically supported."

Comrade Nguyen Van Thu, Deputy Director of Bach Xa Commune Public Administration Service Center, said: Immediately after the merger, the Center has completed its organizational structure with 7 officials and civil servants; clearly assigned people, tasks, and responsibilities; built a team with enough capacity to perform tasks, always putting people's satisfaction first. In addition, it focuses on building a professional and transparent working style; put into use automatic queue numbering machines, ensuring fair transaction arrangements, limiting jostling, creating a civilized and modern working environment.

On average, each day, the Center receives 30 - 60 citizens to complete registration procedures in the fields of justice - civil status, business, justice and issuance of land use right certificates... with processing time significantly shortened compared to before. From July 1 to now, the Commune Administrative Service Center has received 1,754 records; specifically, 1,727 records have been processed, reaching 98.46%, 27 records are in the process of processing, the result of digitizing administrative procedure records is 98.44%.

The results of the satisfaction survey conducted through software and direct evaluation forms showed that 654/654 opinions assessed that the procedures at the Center were convenient; facilities and equipment were good; administrative procedures were public and clear, no additional paperwork was required; results were returned on time and before the deadline; officers and civil servants had polite and friendly attitudes, and were professionally proficient. Notably, according to the Index of Service to People and Enterprises updated on the National Public Service Portal, Bach Xa commune ranked 4th in the province. Although the index is continuously updated and has changes, it is also a clear demonstration of the sense of responsibility and efforts of officers and civil servants in administrative reform, improving the quality of service to the people.

Rural development, improving living standards

After the merger, Bach Xa commune has an area of ​​12,741 hectares, a population of 15,309 people, and a poverty rate of 8.36%. Faced with that reality, the Party Committee and the commune government have concretized the province's policy and implemented the Resolution of the Commune Party Congress for the 2025-2030 term into practical programs and plans to promote socio -economic development and improve the quality of life for the people.

Comrade Ta Anh Tuan, Vice Chairman of the People's Committee of Bach Xa Commune, said: The commune has implemented many essential infrastructure projects, such as upgrading the road from Na Quan to Goc Chi village, renovating the cultural house of Cau Cao II village, repairing 7 schools, developing a model of waste classification and "bright - green - clean - beautiful" villages, contributing to improving the appearance of the countryside. At the same time, the locality has maintained traffic routes, accelerated the disbursement of capital from national target programs; implemented projects to support community production development from poverty reduction funds and developed a plan to review poor and near-poor households to increase income and improve livelihoods for people.

With the achieved results, Bach Xa commune has shown that changing the administrative structure not only improves management efficiency but also creates motivation for local innovation and development.
