Ensuring the safety of irrigation works in Hai Phong against the risk of flooding

Due to the impact of storm No. 10, Hai Phong city has moderate to heavy rain, and in some places very heavy rain. To ensure the safety of irrigation works, localities and irrigation companies have focused on synchronously implementing prevention measures.

Over the past few days, due to the impact of storm No. 10, Hai Phong city has had moderate to heavy rains. Thanks to proactive prevention work, by September 29, all irrigation works were safe and operating effectively to drain buffer water in the system.

At Hai Duong Irrigation Works Exploitation One Member Co., Ltd., the work of preventing flooding and ensuring the safety of irrigation works is focused on by the unit.

According to Mr. Truong Manh Tien, Chairman of the company, in recent days, the unit has proactively lowered the water level on the irrigation canal system to the lowest level. Through inspection, all 277 electric pumping stations, 3,077 culverts of all kinds and more than 1,229 canals, 8 lakes managed by the company are guaranteed to be safe. The company is focusing on monitoring the weather situation to proactively operate pumping stations to prevent flooding for nearly 60,000 hectares of rice and crops in the western region of Hai Phong.

Tran Duong 1 sluice irrigation project operates safely to drain buffer water in the Chanh Duong system.

Co Tieu sluice and sluices under the dyke on the banks of Van Uc and Lach Tray rivers, sea dyke 1 and sea dyke 2 have been operated continuously in recent days when conditions permit to drain water from the internal system into the river.

In the An Hai, Thuy Nguyen, Tien Lang, Vinh Bao irrigation systems, ensuring the safety of irrigation works is also focused on, closely following the direction of the central government, the city, the Department of Agriculture and Environment. Mr. Tran Quang Hoat, Chairman of An Hai Irrigation Works Exploitation Company Limited, said that all sluices under the dike, water regulation dam, and Hoang Lau drainage pumping station are guaranteed to be safe. The Cai Tat, Phi Truong A, Nhu Kieu, Tinh Thuy, Kim Son sluices... are continuously opened to drain buffer water from the system into the river when tidal conditions permit.

In order to ensure the safety of the irrigation system, at the locations of dikes, embankments, and important culverts, the company regularly monitors unusual signs of bubbling veins, termite nests, culvert leakage, dyke body seepage, culvert seepage, etc. to promptly handle arising situations. The company strengthens inspection of the operation and regulation of water at irrigation works and monitors rainfall in the areas for management and effective prevention measures, focusing on low-lying areas in An Phong ward, Trang Due and An Duong industrial parks, etc.

Mr. Bui Hung Thien, Deputy Director of the Department of Agriculture and Environment, informed that through inspections and reports from irrigation companies, as of September 29, all irrigation works in the city including: 662 culverts under the dike, 1,840 pumping stations; 68 reservoirs, 19,958 km of canals of all kinds were guaranteed to be safe.

However, according to forecasts due to the influence of storm No. 10, in the coming days, the Northern provinces and the entire Hai Phong city will have moderate rain, heavy rain, and in some places very heavy rain and thunderstorms, so the risk of flooding and insecurity for the irrigation system is very high.

In order to ensure the safety of irrigation works and effectively prevent flooding, the Department of Agriculture and Environment requires irrigation companies to continue to closely monitor the weather and the development of floods. Proactively operate pumping stations and drainage culverts to drain buffer water to prevent flooding and protect agricultural production. Conduct reviews and inspections of degraded irrigation works, focus on immediately fixing construction incidents to serve pumping and drainage; prepare forces, vehicles, materials and equipment according to the "4 on-site" motto; deploy plans to ensure the safety of culverts under the dike, and plans to prevent flooding for key works and flooded areas.

Irrigation Works Exploitation Companies and relevant localities and units shall carry out drainage operations and flood prevention for agricultural production areas, industrial parks, urban areas, and residential areas; propagate and mobilize people to urgently harvest vegetables and aquatic products that are ready for harvest, paying special attention to low-lying areas at risk of flooding caused by storms and rains.

In the immediate future, localities and irrigation companies need to specifically identify areas at high risk of flooding when heavy rains occur, and have plans to operate irrigation works to drain water for production and people's lives. Organize 24/7 on-duty staff during periods of rain and floods to proactively operate irrigation works in a timely manner and handle any unusual situations that may arise.

According to the National Center for Hydro-Meteorological Forecasting, in the coming days, the Northern Delta region, including Hai Phong city, will continue to have moderate rain, heavy rain and thunderstorms, with common rainfall from 80 - 130mm, locally over 150mm.
