Immediately after storm No. 10 weakened, from early morning on September 30, many farmers urgently went to the fields to restore production.
In the fields of Dong Linh village, Vinh Hai commune, people are rebuilding the fields of rice that were knocked down after the tornado that occurred at noon on September 29. Ms. Pham Thi Doan in Dong Linh village said that her family had more than 2 sao of Dai Thom and Tap Giao rice that had just grown and were tilted.
The rice fields adjacent to the Dong Linh hamlet (Vinh Hai commune) also have many areas of rice that have fallen and are being re-bundled. "My family has more than 3 sao of Ngoc Huong rice that has fallen and we have to borrow more people to re-bundle and re-bundle it in time for the season," said Ms. Nguyen Thi Dung in Dong Linh 4 hamlet.
According to Vice Chairman of Vinh Hai Commune People's Committee Pham Dinh Toan, Vinh Hai is a locality with many rice fields and people's houses damaged by the tornado circulation of storm No. 10. Of these, 132 houses had their roofs blown off, 17 electric poles were broken, more than 30 hectares of rice were destroyed and many offices, schools and cultural houses were damaged.

In Vinh Am, Nguyen Binh Khiem and Khuc Thua Du communes, the work of repairing storm damage is highly focused. Chairman of Khuc Thua Du Commune People's Committee Nguyen Tuan Hai informed that by 5:00 p.m. on September 30, all of the more than 630 hectares of rice, crops and 150 trees in the commune that were tilted and felled were rebuilt by the people. Many damaged offices, houses and electric poles were also restored.
Timely support for people
To quickly restore production and people's lives after storm No. 10, the City People's Committee requested localities to focus on mobilizing necessary forces and means to quickly access areas that are still isolated due to natural disasters (if any) to urgently organize to overcome the consequences according to their functions, tasks and authority.
Focus on supporting people to repair houses that have been damaged by storms, floods, thunderstorms, and tornadoes; arrange temporary shelters, provide food, drinking water, and necessities for households that have lost their homes, and ensure that no one is hungry, cold, thirsty, homeless, or lacking clothing.

The city's urgent solutions are to restore agricultural production, protect rice fields, crops and valuable plants; visit and treat the injured; arrange safe shelters for households whose houses were damaged by the tornado; ensure essential living conditions and maintain security and order in the damaged areas.
The City People's Committee assigned the Department of Agriculture and Environment to preside over the synthesis of the situation, inspect agricultural damage, and report to the City People's Committee before October 5. The Department of Construction inspected and guided the handling of damaged works. Other departments and branches, based on their functions and tasks, proactively mobilized legal resources to remedy the damage. In cases exceeding their authority, they must report to the Department of Finance. The Department of Finance will advise on budget balance and report to the City People's Committee before October 10.
The Department of Agriculture and Environment is focusing on directing localities to urgently restore agricultural, livestock and aquaculture production, and overcome incidents of key dikes, focusing on restoring the area of seasonal rice and crops that have been tilted.
According to the Department of Agriculture and Environment of Hai Phong , by the end of September 30, nearly 1,000 hectares of rice and crops that were tilted in the communes of Vinh Hai, Vinh Am, Nguyen Binh Khiem, Khuc Thua Du, Tan Minh, Hong Chau, Binh Giang, Vinh Lai, Vinh Thinh, Giang Bien had been basically repaired. Many houses and livestock barns of households had also been basically repaired.
