In 2025, Ho Chi Minh City was assigned by the Prime Minister a record public investment plan: Nearly 119,000 billion VND - the largest amount of capital ever allocated to a locality . This is a testament to the Central Government's determination to upgrade infrastructure, creating momentum for regional development. However, the pressure of time and workload is posing a challenging problem for the city.
As of September 11, 2025, Ho Chi Minh City has disbursed more than VND 53,863 billion, reaching 45.2% of the total capital plan. This figure is not only the highest level in the past 5 years but also close to the overall disbursement result of the whole country (46.3%). This is a remarkable achievement, showing the outstanding efforts of the entire city's political system.
Evaluating this result, Professor, Dr. Nguyen Trong Hoai - Editor-in-Chief of the Asian Economic and Business Research Journal of Ho Chi Minh City University of Economics pointed out impressive bright spots: "In 2025, I think it is a bright spot, although we say that the disbursement rate of public investment capital is close to the rate of the whole country, but we must understand that the volume of public investment capital of Ho Chi Minh City is almost the top in the whole country because the projects of Ho Chi Minh City are considered national and regional in nature."
According to Professor, Dr. Nguyen Trong Hoai, disbursement does not stop at numbers, but is also carried out in a directional manner, focusing on breakthrough projects:
In addition, the city's capital efficiency is also highly appreciated, affirming the role of public investment in stimulating growth (GRDP): "specifically, every three dong spent on public investment creates one dong of GRDP", which is a high development compared to the previous investment status in the Asian region.
These bright spots are not only the achievements of the planning and investment sector but also the result of the determination and synchronization of the entire city's political system, especially the formation of working groups down to the wards and communes to resolve specific problems.
However, with 45.2% of capital disbursed, the City still has 65,236 billion VND to "race" in the last 3 months of the year to reach the target of 100%. This pressure is concretized by the number: nearly 600 billion VND per day needs to be disbursed. This is a challenging number, requiring total mobilization and breakthrough solutions.
A notable development is that the disbursement rate has shown signs of slowing down in July and August. The reason, explained by Professor, Dr. Nguyen Trong Hoai, is due to systemic and legal changes.
Adjusting old projects according to the new Law on Public Investment has created a certain waiting period. In addition, Ho Chi Minh City's implementation of the two-tier government model also requires adaptation from the State management apparatus:
In addition to objective policy reasons, the biggest and most persistent obstacle for Ho Chi Minh City is still compensation, support and resettlement – also known as site clearance. Most of the key projects are traffic infrastructure works such as Ring Road 3, An Phu intersection, and Xuyen Tam Canal, passing through densely populated residential areas.
In fact, the proportion of disbursed capital in the site clearance part of most projects accounts for a very large amount, some projects up to more than 1/2 or 1/3 of the total capital. Solving this problem is an urgent requirement in the current disbursement of public investment.
To achieve the goal, the city leaders have strongly directed the rapid establishment of working groups to support localities and directly resolve difficulties at the grassroots level. Professor, Dr. Nguyen Trong Hoai completely agrees with this solution but notes that there needs to be a systematic combination:
In addition to organizational solutions, experts also proposed technical and management solutions, such as promoting 3-shift and 4-shift construction in places where there is already clean land, applying information technology and artificial intelligence (AI) to shorten project appraisal time, and implementing a one-stop mechanism for inter-provincial projects.
However, in the context of very limited remaining time, a philosophy of action has been proposed by Professor Nguyen Trong Hoai, which is to shift from breadth to depth: "However, we should not be too hasty but need to work very carefully. Technically, we must fully prepare the necessary conditions, especially in the process of negotiation, compensation and site clearance, and need to achieve high consensus from the people so that this process takes place quickly and effectively".
And instead of trying to spread out to reach 100% at all costs, the City should focus resources on completing key projects.
Concluding this action motto, Professor Hoai emphasized that the highest goal is not a beautiful disbursement figure, but consensus and people's quality of life.
With the determination of the city's leaders, along with the efforts of departments and branches and the consensus of the people, Ho Chi Minh City has every reason to expect a positive disbursement result, bringing quality infrastructure projects, creating a strong driving force for GRDP growth, towards the goal of sustainable development in 2025 and the following years.
