On the afternoon of October 14, the Ho Chi Minh City Party Congress entered the discussion session of the groups, the delegates contributed their opinions to the draft documents of the 14th Party Congress and the draft documents of the 1st Ho Chi Minh City Party Congress, term 2025 - 2030. Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang participated in the discussion in group 1.

Expressing his opinion here, Secretary of the Party Committee of An Khanh Ward Hoang Tung said that in his speech directing the congress this morning (October 14), General Secretary To Lam raised the issue of traffic congestion in Ho Chi Minh City.

Mr. Tung believes that the only solution to solve this problem is to develop public transport, especially the urban railway network.

According to Mr. Tung, this term needs to make urban railway development an extremely important political task.

Developing an urban railway network not only solves traffic congestion but also optimizes existing urban spaces, connects cities together and opens up new spaces.

Regarding investment methods, Mr. Tung said that priority should be given to the BT contract method (build-transfer contract) because if more than 10 railway lines are deployed at the same time, it will be difficult to meet the resources.

The important issue is to ensure technical consistency, so that even though there are many investors, one management system can still be used.

Recently, many private enterprises have shown their determination to accompany the country to develop railway lines. Mr. Tung said this is a great opportunity.

Participating in the discussion on the issues raised by the delegates, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang agreed with the view that this term must develop strongly, to the maximum, and to take advantage of all conditions to build urban railways. The Secretary of the Party Committee believes that this is almost the only solution to solve the problem of traffic jams.

However, he emphasized that in order to build 12 urban railway lines in this term, wards and communes must pay special attention to compensation and site clearance, because this is a decisive factor. Currently, Ho Chi Minh City is organizing 19 special task forces to go to localities to carry out compensation and site clearance work.

"I have offered big rewards to these teams. Those who do well will be rewarded or promoted, but those who do not do well will be replaced," Secretary Tran Luu Quang emphasized.

Transfer money and investment responsibility to ward and commune levels

Also at the discussion session, Secretary of the Party Committee of An Khanh Ward Hoang Tung said that when implementing the 2-level local government model, the People's Councils of the wards have not fully performed the function of deciding on investments.

The reason, according to Mr. Tung, is that currently, wards have almost no surplus resources, because the decentralized revenue for wards is only enough for a small part of regular expenses.

Mr. Tung also proposed that Ho Chi Minh City should have a policy of allocating the city budget to the wards. Currently, the policy is to decentralize 500 billion VND, but it is possible to decentralize more based on the practical needs of the wards.

This will allow the locality to be flexible in management and help the city speed up public investment disbursement, avoiding concentrating on the Ho Chi Minh City People's Council as before.

At the same time, Mr. Tung also proposed that Ho Chi Minh City soon approve the policy of establishing a public service center for the ward, so that the ward can perform necessary public services in the locality and collect fees.

Regarding the issue of budget decentralization to wards, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang said that Ho Chi Minh City needs to have calculations, and can initially apply it to some wards in need, to avoid the situation of having money but not knowing how to spend it.

"But the general spirit is to give money to the ward and also give investment responsibility, only then can it be encouraged, the ward that earns the most will benefit," said Mr. Tran Luu Quang.

Mr. Quang also agreed that public service centers should be established in the wards.
