In the 2025-2026 school year, Tran Phu Secondary School (Tran Hung Dao Ward, Hung Yen) received new joy when it became the first educational institution in the province to receive the surplus headquarters of Thai Binh City (old), after the local government converted its function from an administrative headquarters to a school. This not only helps the Hung Yen education sector "solve" the long-standing problem of facilities, but also demonstrates the locality's determination to optimize resources, prioritize investment in education, and nurture the future.

Tran Phu Secondary School is one of the educational institutions with the top quality of teaching and learning in Thai Binh city (old). However, over the years, with a large number of students, the school has always faced difficulties due to the lack of classrooms and subject rooms. The old facility was built in 2016 with an area of ​​over 7,000 m², with 21 classrooms, forcing the school to arrange some shared classrooms.

Realizing that the arrangement of surplus headquarters needs to be implemented urgently to meet the development needs of the locality in the new situation, on August 15, 2025, the People's Committee of Hung Yen province issued Decision No. 599/QD-UBND on transferring the office buildings of public service units under the former Thai Binh City People's Committee to Tran Phu Secondary School to receive as classrooms with an area of ​​over 1,700m2.

According to a VNA reporter on September 17, the 5-storey building with a floor area of ​​510m², which used to be the headquarters of a government agency, has now become a "home of knowledge", where hundreds of students are excited to study in a spacious and comfortable space. The former offices have become classrooms, department rooms, and functional rooms, contributing to creating a cool and comfortable learning environment. This also creates favorable conditions for the school to organize 2 sessions/day, develop gifted subjects, and help students comprehensively practice both knowledge and skills.

According to Ms. Nguyen Thi Viet Hoa, Principal of Tran Phu Secondary School, the reception of the new headquarters has added 4 classrooms for about 200 6th grade students; 7 subject rooms and 10 functional rooms. Thanks to that, the difficulty in basic facilities has been resolved, meeting the requirements of the 2018 General Education Program, contributing to optimizing the use of public assets, bringing practical and long-term benefits to the community.

Pham Minh Anh, a student of class 6A4, could not hide her joy when studying in a new, spacious, clean and beautiful classroom. For her and many other students in the class, having more space to study and play not only improves the quality of education but also creates comfort and increases interest in going to class every day.

Teacher Pham Thi Tuyen shared that teachers, parents and students are all very excited when the facilities are more fully supplemented. The new functional rooms allow students to have more space for club activities and develop their personal talents.

Sharing the same joy, Ms. Pham Thi Nga, Head of the Social Sciences Group, said that after receiving the headquarters, the school has gradually invested in completing the functional rooms, especially the English classrooms, with the goal of creating a modern, high-quality learning environment for students. Investing in specialized classrooms and a system of functional rooms is an important premise in the roadmap to making English the second language in schools.

Speed ​​up the arrangement, placement and handling of surplus public assets

In recent times, Hung Yen province has implemented many solutions to manage, arrange, and handle many public assets, especially redundant headquarters, including converting functions to serve socio-economic development goals.

The Hung Yen Provincial Party Committee requested to complete the development and implementation of a plan to arrange, allocate and handle public assets before September 30, 2025, ensuring economical and effective exploitation and use, absolutely not allowing the situation of "ownerlessness", causing loss, waste, and lax management of public assets, especially real estate and office buildings; absolutely not allowing the situation of "turning public assets into private assets". Units must urgently exchange and transfer surplus real estate and office buildings to agencies and units in need; resolutely recover and handle surplus public assets, office buildings, real estate and other public assets that are used in violation of regulations.

For the working headquarters, houses, land and other public assets that are surplus after the arrangement, Hung Yen province requires units to have a handling plan according to regulations such as: Converting the function to use for public purposes (nursery schools, kindergartens; educational - training facilities; community service works such as flower gardens, trees, public playgrounds, cultural houses, etc.); selling, liquidating, leasing, transferring... or reclaiming to hand over to organizations with the function of managing and trading houses and land of the locality for management and exploitation (management to serve the long-term goals of the State, to preserve and protect assets, arrange for agencies and units to use temporarily, lease houses attached to land...).

On September 3, 2025, the People's Committee of Hung Yen province issued Official Dispatch No. 1218-CV/UBND on the management, arrangement, disposition, and handling of public assets after the reorganization of administrative units at all levels. In particular, the Provincial People's Committee requires provincial-level agencies, organizations, units, and People's Committees of communes and wards to arrange headquarters, facilities, equipment, and conditions to ensure service for the work of agencies, organizations, and units according to the new administrative unit model. Units are responsible for strictly managing public assets and ensuring funding for protection, preservation, handover, receipt, and handling of assets under their management; only renovate and repair when absolutely necessary.

The Provincial People's Committee requires communes and wards to complete the preparation and promulgation of a Plan to handle and organize the handling of redundant facilities under their management when rearranging commune-level administrative units before September 25, 2025. The plan must ensure the "6 clear" principles: clear people, clear work, clear time, clear responsibility, clear products and clear authority.

Despite many difficulties, Hung Yen's efforts in managing, arranging, allocating and handling public assets with specific and flexible solutions have clearly demonstrated the determination of the local government with the motto "close to the people, close to the people, serving the people".
