Ministry of Industry and Trade 'concludes': Installing solar power for self-use, only need to notify

According to Mr. Bui Quoc Hung, Deputy Director of the Electricity Department, rooftop solar power is self-produced and self-consumed, meaning that electricity is invested and produced by people themselves to serve their needs. There may be a surplus sold to the national grid, but the main goal is self-consumption.

Therefore, in essence, solar power and other renewable energy sources, for households, except for a few special cases such as remote areas, mountainous areas, islands, operate independently, without registration or notification. The problem is that most households are currently connected to the national grid, still buying electricity from Vietnam Electricity Group to serve daily life and production.

Therefore, when installing rooftop solar power, people will both consume the produced electricity and use electricity from the national grid when there is no sunlight, mainly at night.

Therefore, there needs to be a notification mechanism, not a registration or licensing. People only need to notify the electricity management unit or the local industry and trade department, so that the electricity industry can grasp information such as: whether that household has installed solar power, how much capacity, and when it can be used. This helps the electricity industry balance supply and demand reasonably, ensuring system stability.

"The purpose of the notification is only for technical coordination, not for cumbersome administrative procedures or licensing. Without information, the electricity industry will have difficulty calculating load balancing, leading to times when households do not have solar power, the supply from the grid may be passive. In other words, the current mechanism does not require permission, does not require complicated procedures, only simple notification is needed for the electricity system to operate properly," Mr. Bui Quoc Hung affirmed.

The Ministry of Industry and Trade is being assigned by the Prime Minister to develop a new decision on encouraging the development of rooftop solar power, in order to create a clearer and more open legal corridor. This will include many steps to cut administrative procedures and more practical support and incentive policies.

This notification procedure will also be very simple, only needing a set of registration documents including: A request; an installation confirmation sent to the electronic information portal at the commune level or the local electricity unit. Upon receiving the notification, the electricity unit will automatically coordinate with relevant agencies to support, technical inspection, installation and operation.

According to the provisions of Decree 58, state management agencies and electricity units are responsible for guiding organizations and individuals to send notifications in accordance with the law. The draft amendment to Decree 58 is expected to adjust that the Department of Industry and Trade, the People's Committee at the commune level, and local electricity units are responsible for guiding organizations and individuals to send notifications.../.
