Environmental protection - Responsibility of the whole society

In order to build and protect the environment sustainably in association with the target of collecting and treating domestic solid waste (SWM), in recent years, Tay Ninh has implemented many synchronous and drastic solutions from the province to the grassroots. Up to now, the target of waste collection and treatment rate in urban areas has reached 100%, and in rural areas has reached 95%.

Change behavior and perception

Being present at the cultural activity point of Binh Cang 2 hamlet, Thu Thua commune after each crop season, you will clearly feel the bustling and excited atmosphere of farmers in the model of exchanging used pesticide packaging for rice. Cultivating 0.7ha of rice and 0.4ha of vegetables, in 3 months, Mr. Tran Huu Toan collected 5kg of pesticide packaging.

Mr. Toan said: “After being promoted and mobilized by the Commune Farmers' Association and the Hamlet Farmers' Association, I and the farmers in the area were very excited to participate in the model. On average, 1kg of pesticide packaging can be exchanged for 2kg of rice. Besides the material support, the most meaningful thing that the model brings is helping hundreds of farmers here form the habit of properly disposing of pesticide packaging. Currently, people no longer throw pesticide packaging and containers in the fields, canals and ditches like before.”

According to Vice Chairwoman of the Vietnam Fatherland Front Committee of the commune, Chairwoman of the Farmers' Association of Thu Thua commune Nguyen Thi Kim Tuyen, all funding for the implementation of the model is socialized. The quantity of pesticide packaging after collection will be contacted by the locality to collect, transport, and process according to regulations. Up to now, the model has been replicated in many hamlets in the commune, thereby contributing to environmental protection.

Many synchronous and drastic solutions

With the viewpoint that economic development must go hand in hand with environmental protection, in which collection, transportation and treatment of solid waste is one of the priorities of environmental protection, the province has issued many synchronous and drastic directives to departments and branches in the province. Deeply imbued with the province's direction, localities in the province have basically performed well their responsibilities in the management area.

Since the end of 2022, Tan Bien Environmental Cooperative (HTX) has been established. According to the Manager of the Cooperative Nguyen Huu Trong, before, when it was still Tan Bien district, the unit had contracts with 6/8 communes of the district. Up to now, after the merger, the Cooperative has collected garbage in 2 communes, Thanh Binh and Tra Vong. “On average, the Cooperative collects about 6-8 tons of garbage per day. If on holidays or full moon days, the amount of garbage increases, about 12 tons. We collect and bring it to the waste treatment plant in Tan Phu commune for processing. Collection is mainly on National Highway 22B and some main roads in the commune,” said Mr. Trong.

In the past, Mr. Truong Van Tien (residing in San Bay hamlet, Thanh Binh commune) used to dispose of household waste by burning it, but now, the disposal process has become much simpler. Mr. Tien said: “My house is located on the front of National Highway 22B, so in the past, when I had trash, I had to bring it home more than 1km away to burn it. In recent years, I have contacted the local authorities to collect it. Now, I just need to collect it and put it in the bin in front of my house and someone will come and pick it up.”

According to Lai Hong Phut, Deputy Chief of the Office of the People's Committee of Thanh Binh Commune, there are currently about 350 households registered for garbage collection. Previously, in 2022, Tan Phong Commune (old) established a model of collecting household waste mobilized by local organizations and assigned to collection and transportation units. The model has been maintained until now. People pay collection and transportation fees; the State supports waste treatment costs. On average, about 3 tons of solid waste are collected every day.

“Each household pays 41,000 VND/month; business households pay about 60,000 VND/month. At first, few people participated, but gradually, with the mobilization of the organization, people saw the benefits of registering for the Cooperative to collect garbage because it is clean and does not pollute the environment, and the number of households registering increased. In the coming time, the locality will increase mobilization so that households better understand the benefits of collecting and treating garbage, thereby voluntarily participating to ensure the living environment,” Mr. Lai Hong Phut informed.

Processing household waste into RPF pellets at Tay Ninh Environmental Technology Joint Stock Company

Tay Ninh Environmental Technology Joint Stock Company (Tan Phu Commune) is a pioneer in applying technology to recycle household waste into RPF incinerators. Previously, the company processed about 300 tons of solid waste per day, mainly relying on incinerators. For about a year now, the company has invested in and applied technology to recycle household waste into RPF incinerators.

Raw materials that can be processed into RPF pellets are paper, plastic, industrial waste, household waste, forestry and agricultural waste. RPF pellets can generate the same amount of heat as coal, so they can be used to replace fossil fuels such as coal, which are increasingly scarce, and other fuels such as sawdust, rice husks, wood pellets, etc. The use of RPF pellets not only contributes to solving the problem of waste treatment but also utilizes resources from waste to become useful products. This is a sustainable solution in waste treatment and environmental protection in the future.

According to the Department of Agriculture and Environment, the total volume of solid waste collected, transported and treated in the province is about 1,450-1,550 tons/day. To meet the capacity to treat the volume of solid waste, the province is calling for investment and expanding the network of waste treatment plants. Specifically, we can mention Thanh Hoa - Long An Waste Treatment Plant in Tan Tay commune of Tam Sinh Nghia Investment - Development Joint Stock Company; Tay Ninh Waste Treatment Plant in Tan Phu commune of Tay Ninh Environmental Technology Joint Stock Company; Centralized waste treatment plant in the Waste Treatment Complex in Thanh Duc commune;... In addition, Ho Chi Minh City supports the treatment of solid waste in the province according to inter-regional regulations.

Currently, the management of waste collection and treatment still has certain shortcomings and difficulties. However, with the drastic participation of the entire political system, up to now, the province has achieved the target of 100% waste collection and treatment in urban areas and 95% in rural areas.

With the increasing volume of waste generated, the province continues to promote propaganda, raise awareness of environmental protection and sense of responsibility in the collection, transportation and treatment of solid waste in the community; promote investment in new waste treatment plants according to approved planning; renovate and upgrade existing waste treatment plants and facilities, close open landfills; arrange and build collection and transfer points for solid waste.

At the same time, the province will strengthen inspections of subjects with high risks of causing environmental pollution; units and enterprises operating in the collection, transportation and treatment of solid waste, wastewater and exhaust gas; and strictly handle violations./.
