Within the framework of the 5th Session of the 15th National Assembly , many delegates frankly questioned and debated with the Minister of Transport regarding the violations of vehicle inspection centers in recent times.

In particular, delegate Tran Thi Kim Nhung (Quang Ninh delegation) said that the lack of staff causing the vehicle inspection crisis is partly the responsibility of the Ministry of Transport . "The Ministry is not proactive and has not coordinated with other agencies in a timely manner to resolve the issue," the female delegate said and asked the Government to clarify its responsibilities in this case.

Responding to the debate of delegate Nhung, Minister of Transport Nguyen Van Thang affirmed that the incident that occurred at the Vietnam Register and the registration centers was an "extremely painful" incident for the registration sector and the transport sector. "The Ministry is responsible with the Vietnam Register for the violations that occurred in registration activities in the past time," Mr. Thang said.

Mr. Thang said he had discussed with the leaders of the Ministry of Public Security to find the best solution. For example, when the police investigated and searched the inspection centers, the Ministry of Transport sent a dispatch requesting the Ministry of Public Security to quickly hand over the machinery to the Inspection Department so that the Department could take over and deploy its forces.

Minister of Transport Nguyen Van Thang answered questions on the morning of June 8.

However, 75% of the inspection centers are private, so it is not easy to restore them immediately, especially among those who have been prosecuted and detained, there are key personnel who are senior inspectors. These are people who are very difficult to replace because usually each center only has one person. To train a senior inspector takes 1-1.5 years.

According to the Minister, after implementing many solutions, the basic inspection problem has been resolved, and the conditions for inspection centers to operate have been basically guaranteed. The issue of inspection service prices has been proposed by the Government to the National Assembly for consideration when amending the Law on Prices.

At the end of the question-and-answer session of Transport Minister Nguyen Van Thang, National Assembly Chairman Vuong Dinh Hue said that 112 delegates registered to question, 20 delegates asked questions, and 17 delegates debated. There were 76 delegates registered to question and 2 delegates debated, but because time ran out, he requested that the questions be sent to the Minister for written answers.

The National Assembly Chairman assessed the question-and-answer session as lively, responsible, frank and highly constructive. National Assembly deputies closely followed the content of the questions, actively pursued and debated to clarify the issues. Although the Minister of Transport has not been in office for long, he has a firm grasp of the issues, explained quite fully the remaining shortcomings and limitations; and proposed both short-term and long-term solutions to better perform the responsibilities of the Ministry and the sector.
