
Base Tax Unit 4 is responsible for collecting budget revenue in the areas of the districts: Van Quan, Binh Gia, and the old Bac Son. The management area is large, the revenue source is limited, taxpayers are mainly small businesses, households, and individuals scattered in many communes; the situation of natural disasters, epidemics, and economic recession is complicated, directly affecting the production and business situation... are the difficulties in collecting budget revenue in the period of 2021-2025 of the unit.
Mr. Ha Van Huan, Head of Tax Department 4, said: To carry out the task of collecting budget in the management area, every year, the unit proactively builds an early plan; in which it analyzes and evaluates each source of revenue and tax; assigns specific tasks to each officer and civil servant; promotes the implementation of tax management according to functions in many forms suitable to practice and in accordance with regulations; strengthens the work of preventing revenue loss, focuses on effectively exploiting revenue sources... Notably, the collection work from the non-state sector.
The non-state sector is the sector with a large proportion of revenue (about 35%) in the total revenue of the Base Tax 4. To effectively exploit this source of revenue, the Base Tax 4 has directed its affiliated units to closely coordinate with relevant agencies and units to regularly review and grasp the operating situation of enterprises and business households. From there, it will promptly put into tax management new taxpayers as well as those who return to production and business, avoiding missing revenue sources. In addition, the tax authority regularly propagates, supports and guides taxpayers to raise awareness of compliance with budget payment obligations.
Ms. Hoang Thi Thom, a business owner in Village 2, Binh Gia Commune, said: My family has been in the grocery business for over 20 years. Over the years, tax policies have changed a lot. Every time there was a change, I was informed, guided, and supported by tax officials to resolve it promptly. Since then, I have a better understanding of tax regulations and have strictly complied with my budget payment obligations. In recent years, my family has paid about 100 million VND to the budget each year.
Along with the business household of Ms. Hoang Thi Thom's family, businesses, households and individuals operating in the non-state sector in the area managed by Tax Base 4 have fulfilled their budget payment obligations well. Thereby, in the period of 2021-2024, revenue from the non-state sector always reached and exceeded the estimate. In the first 9 months of 2025, revenue from this sector was over 31 billion VND, reaching more than 90% of the estimate assigned by the province and with the current collection progress, revenue from the non-state sector will soon complete the estimate for 2025.
In addition to revenue from the non-state sector, from 2021 onwards, Base Tax 4 continues to promote the work of preventing revenue loss in the fields of private basic construction and transportation business; synchronously deploying solutions to collect tax debts. At the same time, step up coordination in propaganda and urging to exploit and organize effective collection management of revenue from land such as revenue from land use rights auctions, collection of land use fees, etc.
The synchronous solutions implemented by the tax authority have positively contributed to the overall budget collection results in the area managed by Tax Base 4. From 2021 to now, the budget collection results in the area managed by the unit have exceeded the assigned estimate. Specifically, in 2021, the unit collected over 100 billion VND, reaching 130% of the estimate; in 2022, it collected over 119 billion VND, reaching 175% of the estimate; in 2023, it collected over 111 billion VND, reaching 156% of the estimate; in 2024, it collected over 148 billion VND, reaching 182.5% of the estimate and in the first 9 months of 2025, the total budget collection in the area managed by Tax Base 4 was over 103 billion VND, reaching 103.8% of the assigned estimate for 2025. In the 2022-2024 period, Base Tax 4 is one of the two units that completed the domestic revenue estimate the earliest in the province.
With the results achieved in budget collection from 2021 to present, it is believed that in the coming time, budget collection work in the area managed by Tax Base 4 will continue to achieve more positive results. Thereby contributing positively to the overall budget collection results in the province.
