This is a concrete step to implement Decision No. 29/2025/QD-TTg issued by the Prime Minister at the end of August, marking an important start of the policy to support high-quality human resources in the context of digital transformation and technological innovation.

According to Ca Mau Newspaper, the first person in Ca Mau to benefit from the policy is Le Duc Huy, a first-year student atFPT University in Ho Chi Minh City. The loan Huy received is worth 125 million VND/school year, including tuition and living expenses during his studies.

His family currently lives in Ly Van Lam ward (Ca Mau city), the economy mainly depends on small-scale trading. Sharing at the capital receiving ceremony, Mr. Le Duc Thuong, Huy's father, emotionally said: "My family sells small-scale household appliances, so sending my child to a school with high tuition fees is a worry. Thanks to this preferential loan policy, my child can study with peace of mind, and the family also has less financial burden."

Representative of the Vietnam Bank for Social Policies in Ca Mau province, Mr. Nguyen Thanh Dong, Deputy Director of the branch, said: “The successful disbursement of the first application is a clear demonstration of the timeliness and practicality of the new policy. We will continue to coordinate with schools and local authorities to ensure that all eligible students can easily access this source of capital.”

According to Decision No. 29/2025/QD-TTg, students eligible for support can borrow up to 5 million VND/month, including tuition and living expenses. Receiving capital is flexible according to needs, preferential interest rate of only 4.8%/year, especially borrowers only start repaying debt after 12 months from graduation, creating conditions to stabilize life and work before repayment.

The new credit policy is not only a practical financial support, but also demonstrates a long-term vision in the national human resource development strategy. Focusing on supporting students in STEM fields is expected to contribute to training a highly qualified young generation, meeting the requirements of the digital age and enhancing the country's competitiveness in the future.
