Thanh Hoa prepares plan to evacuate people to safety

Urgently deploying response to storm No. 3, the Chairman of the People's Committee of Thanh Hoa province has just issued Official Dispatch No. 08/CD-UBND requesting localities and units to review and proactively deploy plans to evacuate people in areas at risk of deep flooding, especially at river mouths, coastal areas, areas at risk of flash floods, landslides, and weak houses that do not ensure safety.

At the same time, inspect, review, reinforce and protect the safety of important works, especially irrigation dams, dykes, public works, unfinished works, agency headquarters, schools, hospitals, industrial parks, factories, electricity, water, telecommunications and traffic infrastructure systems, ensuring safe and continuous operation during storms and floods.

As of the afternoon of July 21, Sam Son coastal tourist urban area had about 4,000 tourists staying. In the face of the complicated developments of storm No. 3, tourist accommodation establishments in the two wards of Sam Son and Nam Sam Son have urgently deployed plans to ensure the safety of tourists.

Currently, all areas have been reinforced, electricity and water systems are guaranteed, ready to operate and support in all situations. In the face of unforeseen weather conditions, tourism businesses in Thanh Hoa have also been flexible in adjusting, postponing or canceling services for tourists in need without incurring additional costs.

On July 21, the border commune of Na Meo set up temporary shelters and prepared plans to evacuate people to safety in case of landslides. The landslide directly threatened the lives of all 55 households with 220 people living in the village.

In Trung Ha commune, a plan has been developed and an emergency evacuation of 39 households with 168 people living along the low hills along the Lo River and streams in Muong village out of the danger zone.

Hai Phong evacuates people from dangerous old apartment buildings

According to information from the Hai Phong Department of Construction, up to this point, relevant units have basically completed the evacuation of people from dangerous old apartment buildings across the city to prevent and combat storm No. 3 WIPHA.

Hai Phong currently has 78 apartment buildings, of which 34 are no longer inhabited. In Le Chan ward, there are 4 old dangerous apartment buildings, the local government has relocated all residents to new, safe places. The ward has arranged a number of schools in the area to ensure that residents have the best living conditions during the storm.

To Hieu Secondary School, Le Chan Ward is one of the four temporary shelters for people to prevent and fight against storm No. 3. The school has proactively arranged funds to buy some essential items for people such as bread, instant noodles, and prepared rechargeable lamps and candles. Households are allowed to use the school's air conditioner during their stay to avoid the storm.

Secretary of the Co To Special Zone Party Committee (Quang Ninh) Le Ngoc Han affirmed that the Co To Special Zone is determined to evacuate people from dangerous areas, ensuring absolute safety before storm No. 3 (WIPHA).

The authorities of Co To special zone are determined to organize the forced evacuation of people according to a pre-prepared plan, ensuring the safety of people is the highest priority, not allowing people to return to dangerous places when safety is not guaranteed.

Households are arranged free accommodation at local houses and homestays during the storm. Ms. Le Thi Trang - owner of Thanh Lan homestay shared that when hearing that the storm would enter the Co To special zone sea area, her family homestay has 10 rooms, her family informed the village officials to register to support people on rafts to take shelter from the storm to ensure safety. At the homestay, Ms. Trang's family arranged rooms and cooked free meals, encouraging people to feel secure during the storm.

Kindergartens in Hung Yen will not pick up children from July 22.

On July 21, Deputy Director of the Department of Education and Training of Hung Yen province, Ha Thi Thu Phuong, said that due to the complicated developments of storm No. 3 (international name: WIPHA), in which Hung Yen is a locality directly affected, to ensure absolute safety for children, staff, teachers, and workers, from tomorrow (July 22), the province will not organize to pick up children to preschool educational facilities until the storm dissipates and the situation is safe again.

Schools should establish communication channels with parents to manage students, minimizing risks of natural disasters to students; have plans and promptly move files, documents, machinery, equipment, tables and chairs to safe places; not organize summer activities in places at risk of landslides and flooding; have timely solutions to overcome damage caused by storms; clean up schools/classrooms immediately after storms end, ensuring hygiene and disease prevention.

At the same time, update information, summarize damages and develop a plan to handle and remedy the situation, report to the Department of Education and Training to synthesize and report to the Provincial People's Committee and relevant agencies.

Hung Yen province currently has 496 kindergartens with 7,046 classes and nursery groups with over 164,000 children; 719 general schools with 7,488 primary classes, 5,092 secondary school classes, 2,465 high school classes with over 568,000 students. In addition, there are 52 vocational training facilities in the area.

Ninh Binh province's tourist areas respond to storm No. 3

To cope with storm No. 3 and ensure safety for tourists and residents, tourist areas and spots in Ninh Binh province are urgently implementing plans to minimize possible damage.

At Tam Coc - Bich Dong tourist area, Nam Hoa Lu ward, from the afternoon of July 21, the tourist area announced that it would temporarily stop receiving visitors until further notice. The waiting room and wharf system has been reinforced with many sandbags and mooring lines. More than 1,400 boats have been inspected, maintained, and moored to a safe place.

According to Mr. Pham Duy Phong, Deputy Director of the Ninh Binh Provincial Department of Tourism, the Department has issued an official dispatch, requesting tourist areas and spots to proactively develop plans to prevent and combat natural disasters, ensure safety for tourists and workers; arrange rescue forces and vehicles at key locations; install adequate signs and warnings of danger; organize training in first aid skills, emergency handling for staff and closely coordinate with authorities in all situations.

In particular, all activities of welcoming tourists by inland waterway vehicles at all tourist areas and spots in the province will be temporarily suspended from 1:00 p.m. on July 21 until further notice.

The Department of Tourism also requested the People's Committees of communes and wards to coordinate with tourist areas, spots, and accommodation establishments to deploy storm prevention and control plans, ensuring safety for tourists; monitor the weather, promptly direct the suspension of tourism activities when necessary; support propaganda, safety inspections and prepare forces to coordinate rescue and handle incidents caused by storms, floods, etc.
