On December 20, Prime Minister Pham Minh Chinh issued an official dispatch on conducting a general inventory of public assets at agencies, organizations, units, and infrastructure assets invested and managed by the State.

To ensure the completion of the general inventory of public assets as assigned by the National Assembly , the Prime Minister said that it is necessary to have correct awareness, high determination, great efforts, and drastic and effective actions.

The Prime Minister requested ministries, central and local agencies to issue plans, organize guidance and provide full training on the project's contents, inventory indicators, and the synthesis and reporting of inventory results to all subjects performing the inventory. The completion time is before December 23.

The Prime Minister requested that all contents be fully implemented according to regulations, ensuring progress is achieved and exceeded, and that delays do not affect the results and progress of the national General Inventory.

Use the results of the general inventory as the basis for evaluating the task completion of agencies, organizations, units and heads of agencies, organizations and units.

Collectives and individuals with outstanding achievements in preparing and organizing the general inventory need to be promptly rewarded. On the other hand, collectives and individuals who do not comply or do not strictly comply need to be criticized, reminded and disciplined.

Direct agencies, organizations and units to review and strengthen the accounting, management and use of public assets, ensure full inventory of existing assets, and information on assets is fully and accurately inventoried according to the guidance of the Ministry of Finance.

In particular, he noted the need to link the inventory of public assets with the practice of thrift and anti-waste according to the Party's guidelines and policies, the State's laws and the direction of General Secretary To Lam.

"Right during the inventory process, if we discover assets that are not used, used for the wrong purpose, or used ineffectively, we must promptly handle them according to authority or report to competent authorities for handling, without waiting until the end of the general inventory, to ensure that public assets are used for the right purpose, economically and effectively," the Prime Minister requested.

For ministries, central agencies, agencies, organizations, and units that merge, consolidate, separate, terminate operations, or transfer functions and tasks to other agencies, organizations, and units due to organizational restructuring and streamlining, or administrative unit reorganization, they must still perform the task of general inventory until the official merger, consolidation, separation, or termination of operations. At the same time, they are responsible for handing over the work that has been and is being implemented to the new ministries, central agencies, agencies, organizations, and units.

Ministries, central agencies, agencies, organizations and units after mergers, consolidations, separations and taking over functions and tasks are responsible for continuing to implement the remaining work, ensuring that the arrangement, streamlining of the apparatus and arrangement of administrative units do not affect the implementation of Project 213 and do not cause loss of State assets.
