On October 1, a leader of a lottery company in the southern region said that they are proposing to maintain their current operations. According to this person, after merging with provincial administrative units, the company's operating revenue has still achieved good results, with the lottery ticket issuance rate from July to now always reaching 100%.

"Most of the lottery companies in the Southern region have proposed to remain the same. The companies' operations are very good so there is no reason to merge. However, some provinces are also drafting merger proposals. The final result will be decided by the Ministry of Finance ," he said.

This leader further analyzed that if the lottery companies are merged according to administrative units, the number of issuance periods will be adjusted and they will operate according to a new model, in which the merged company is expected to be a branch. "If this merger occurs, it will affect the issuance sales, the extent will be more or less, time will answer," he said.

Meanwhile, on the same day, a leader of Can Tho Lottery One Member Co., Ltd. said that the company is still waiting for the direction and guidance of the Ministry of Finance on the organization and arrangement of lottery companies after the merger of provincial administrative units. Currently, traditional lottery tickets are still being issued normally, in addition, the company is also preparing to issue the second batch of scratch-off lottery tickets with immediate results.

Meanwhile, a leader of the Can Tho City Department of Finance said that the Ministry of Finance has just consulted localities on the arrangement and merger of lottery companies.

Accordingly, some provinces agreed to merge lottery companies but still keep the lottery drawing period the same.

Some localities have proposed keeping the current lottery companies.

"Can Tho City has agreed to merge lottery companies but still keep the current lottery period. After consulting with provinces and cities, the Ministry of Finance will compile and submit to the Government," he said.

As reported by Tuoi Tre Online , recently the Department of Home Affairs of Ca Mau province proposed to the People's Committee of Ca Mau province to merge the Bac Lieu Provincial Lottery Company and the Ca Mau Provincial Lottery Company. However, in the report sent to the Government and the Ministry of Home Affairs later, the People's Committee of Ca Mau province stated that they would keep the status quo of these two companies and implement the plan after receiving the opinion of the Ministry of Finance.

According to the summary report for the first 6 months of 2025 of the Southern Lottery Council, the traditional lottery issuance revenue of Southern companies reached 76,670 billion VND (up 8.91%), sales revenue reached 75,877 billion VND (up 9.09%) and completed 50.99% of the yearly plan.

The average consumption rate reached a very high level of 98.97%. These units paid the state budget 29,056 billion VND (up 11.09%) and completed 61.18% of the 2025 plan.

Ms. Hang, a lottery ticket seller in the central market area of ​​​​Phu Loi ward, Can Tho city, said that recently there was information about the merger of lottery companies, so she was worried. "My family lives by selling lottery tickets. Although we are not rich, we have enough to live day by day and take care of our two children's education.

"The merger of lottery companies is unknown whether the number of tickets issued per week will be reduced or not. If so, street lottery ticket sellers like me will be very worried, as their income will decrease. Therefore, we are also waiting for the results of the merger or not," said Ms. Hang.
