On the afternoon of September 11, Deputy Prime Minister Bui Thanh Son chaired an online conference on implementing adjustments to the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII) and solutions to ensure power supply in the coming time.

The Power Master Plan VIII approved by the Prime Minister in Decision No. 500/QD-TTg dated May 15, 2023 has identified goals, viewpoints, visions, development orientations and priority projects on power sources and grids, and specific solutions to develop the electricity industry.
On April 15, 2025, Deputy Prime Minister Bui Thanh Son signed Decision No. 768/QD-TTg approving the Adjustment of Power Plan VIII with the goal of providing enough electricity to meet socio-economic development goals with an average GDP growth rate of about 10%/year in the period 2026 - 2030, about 7.5%/year in the period 2031 - 2050. In particular, strive to achieve commercial electricity of about 500.4 - 557.8 billion kWh in 2030; the orientation for 2050 is about 1,237.7 - 1,375.1 billion kWh.

In recent times, the Ministry of Industry and Trade has directed units and localities to implement power source and grid projects, ensuring the progress of putting them into operation according to the plan, organizing working groups to inspect projects, and urging the implementation of power projects. However, some power sources have not met the progress due to many difficulties and obstacles such as concentrated solar power projects, rooftop solar power, offshore wind power, gas power, and nuclear power.
The main reasons are: many localities have to review and update zoning plans, general construction plans, and provincial plans; there is no experience in developing offshore wind power; gas power projects have not been implemented due to unclear progress and feasibility; problems with legal regulations, investment policy approval, etc.
In Ha Tinh, according to the adjusted Power Plan VIII and the Implementation Plan for the adjusted Power Plan VIII approved by the Prime Minister and the Minister of Industry and Trade, the province has approved a list of power source projects with a total capacity of 7,976.99 MW for the 2025 - 2030 period, 2,905 MW for the 2031 - 2035 period, and 10,881.99 MW for the 2025 - 2035 period. Regarding power grid projects: there is 1 project for the 500kV station, 5 projects for the 500kV grid, 11 projects for the 220kV station, and 10 projects for the 220kV grid.
In implementing the plan, the Provincial People's Committee has directed the updating of the list of power source and grid projects identified in the Plan, the Plan for implementing the adjusted Power Plan VIII into the Provincial Plan; reviewing relevant regulations, difficulties and obstacles, assigning tasks to departments and branches to speed up project implementation progress and select investors to implement the projects; synthesizing difficulties and obstacles in the implementation process, reporting, asking for direction and guidance from ministries and branches.
Up to now, the implementation of power source projects in the area is meeting the planning schedule.
At the conference, delegates reported on the implementation of the adjusted Power Plan VIII in localities; analyzed specific difficulties and obstacles in implementing power source and grid projects and proposed a number of solutions to ensure project progress according to the plan.

Concluding the conference, Deputy Prime Minister Bui Thanh Son requested ministries, branches, localities and units to seriously carry out the tasks according to Decision No. 768/QD-TTg of the Prime Minister approving the Adjustment of Power Planning VIII to ensure electricity demand and serve socio-economic development.
Ministries, branches and central agencies support localities in removing difficulties and institutional problems, and provide implementation guidance for gas-fired and nuclear power projects... The Ministry of Industry and Trade, provinces and cities urge investors to speed up the progress of power projects to put them into operation 3-6 months earlier than planned.
Localities continue to review and integrate the list of projects under Power Plan VIII into provincial and specialized plans; carry out site clearance well, creating favorable conditions for investors to implement the project. For projects without investors, localities are requested to quickly select investors and complete in the fourth quarter of 2025.
