Deputy Prime Minister: Speed ​​up implementation of power projects, operate 3-6 months early

(Dan Tri) - Projects in Power Plan 8 are behind schedule, threatening energy security. The Deputy Prime Minister requested to speed up progress, strictly handle delays, and ensure sufficient electricity.

The Government Office has just announced the conclusion of Deputy Prime Minister Bui Thanh Son at the national online conference on reviewing the implementation of the decision on approving the Adjustment of Power Plan 8 and solutions to ensure power supply in the coming time.

The conclusion announcement stated that the implementation of the tasks set out in the adjustment of Power Plan 8 is still very slow compared to the set progress. If not promptly and drastically implemented, it will affect national energy security, as well as ensure adequate electricity supply.

The Deputy Prime Minister requested that projects with investors be urgently accelerated and completed according to the Prime Minister's request. Develop plans and progress critical paths (the most important work in the project - PV), send them to the People's Committees of provinces and cities to report to the Ministry of Industry and Trade to preside over inspection and monitoring.

The Ministry of Industry and Trade and the People's Committees of provinces and cities are assigned to urge investors to commit to progress, put power projects into operation 3-6 months early, and strictly handle cases of slow implementation. Localities need to coordinate in site clearance, construction support, and land arrangement for power projects.

For projects that do not have an investor, selection is required in the fourth quarter according to the adjusted Power Plan 8, and related plans must be updated for implementation. The Ministry of Industry and Trade and localities will be fully responsible for any delay.

Regarding difficulties in implementing adjustments to Power Plan 8, the Deputy Prime Minister requested the Ministry of Industry and Trade to closely follow the requirements in Resolution 70 and promptly complete the amendment and supplementation of regulations.

Specifically, on the mechanism of direct electricity trading between renewable energy generators and large electricity users; developing renewable electricity, new energy electricity, self-produced and self-consumed electricity; to be completed in October, promptly handling local recommendations, ensuring progress in adjusting Power Plan 8.

Relevant ministries and branches must guide and remove legal difficulties for power projects; the Ministry of Finance reviews and proposes amendments to investment and bidding mechanisms; the Ministry of Agriculture and Environment is responsible for appraising and assigning sea areas for surveying offshore wind power projects, ensuring compliance with regulations and progress.

The Deputy Prime Minister also requested the Vietnam Electricity Group, the Vietnam National Energy Corporation, the Vietnam National Coal and Mineral Industries Group, the 19th Army Corps - Ministry of National Defense and related corporations to resolutely implement power projects, especially Ninh Thuan 1 and 2, ensuring progress, quality, efficiency and environment.

Power plants must absolutely not run out of fuel (coal, gas, oil) for thermal power or water for hydropower; proactively maintain and reserve equipment to limit incidents, outages, and reductions in power supply.

EVN is assigned to accelerate negotiations on power purchase contracts based on the principle of harmonizing the interests of the state, investors and the people. Corporations must provide enough coal and gas for system operation; project investors must promptly put the project into operation as planned, promptly report and propose solutions if there are any problems, and take full responsibility for progress and efficiency.
