This dispatch was issued after the Department of Meteorology and Hydrology ( Ministry of Agriculture and Environment ) reported this morning, October 5, that the center of storm No. 11 was only about 420km east-southeast of Quang Ninh with strong winds of level 12-13, gusting to level 16.

The National Center for Hydro-Meteorological Forecasting predicts that from tonight, October 5, to noon tomorrow, October 6, the storm will directly affect the area from Quang Ninh to Hung Yen and Lang Son, causing strong winds of level 8-10, gusts of 11-12, along with widespread heavy rain.
In the dispatch, the National Civil Defense Steering Committee requested localities: Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Bac Ninh, Lang Son, Cao Bang, Lao Cai, Lai Chau, Dien Bien, Thai Nguyen, Tuyen Quang, Phu Tho and Hanoi to closely monitor the storm's developments, proactively evacuate people in dangerous areas, prohibit ships from going to sea, and ensure safety for coastal tourist areas and essential infrastructure.
Chairmen of People's Committees of provinces and cities have the right to decide to let students stay home from school or temporarily suspend production in high-risk areas.

The Steering Committee also assigned the Ministry of National Defense, the Ministry of Public Security and the Ministry of Agriculture and Environment to coordinate with localities to mobilize rescue forces to be ready to respond to all situations.
The Steering Committee requested that forces (meteorological monitoring, dyke protection, flood prevention, rescue...) be on duty seriously and report regularly so that the national steering committee can promptly direct response and minimize damage caused by storm No. 11.
