Heavy rain warning, how are hydropower plants in the Central region preparing to respond?

On the morning of November 3, the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue (PCTT&TKCN) of Thua Thien - Hue province informed that from the evening of November 3 to 9, there will be heavy rain and very heavy rain in the area. The total rainfall for the entire period will range from 500 - 850mm, with some places reaching over 1,000mm.

This amount of rain will cause heavy floods, inundation in low-lying areas, and the possibility of flash floods and landslides in mountainous areas, along rivers and streams.

To proactively respond to floods, the People's Committee of Thua Thien - Hue province issued a telegram requesting heads of units and localities to monitor forecast information and developments of floods and not be passive or surprised by floods to ensure safety of people's lives and minimize property damage.

Many reservoirs and hydroelectric lakes in Quang Nam and Thua Thien - Hue are regulating water levels to lower lake levels ahead of heavy rain warnings.

Mr. Dang Van Hoa - Chief of Office of the Steering Committee for Flood and Storm Prevention and Control said that the water level of Binh Dien Lake at 7:00 a.m. on November 3 was +77.41m, the inflow to the lake was 230m3/s, the flow downstream was 514m3/s. Meanwhile, the data reported that Ta Trach Lake reached the lowest water level to receive floods, the operating flow decreased, the water level of Huong River at Kim Long was at a low of 1.3m.

To quickly lower the water level of the reservoir to create flood prevention capacity, the Steering Committee requested to continue adjusting the flow rate of Binh Dien Hydropower Reservoir through the spillway and turbine with a gradually increasing flow rate, avoiding sudden changes of about 650 - 900m3/s and adjusting operations depending on the actual flow rate to the reservoir.

Previously, on October 30, the Steering Committee for Flood and Storm Prevention and Control ordered the operation of Huong Dien Hydropower Reservoir through the spillway and turbine with a gradually increasing flow rate, avoiding sudden changes of about 400 - 700m3/s.

At the same time, increase the flow rate of Ta Trach reservoir through the spillway and turbine with a gradually increasing flow rate, avoiding sudden changes of about 350 - 700m3/s.

In Quang Nam , the Provincial Steering Committee for Flood and Storm Prevention and Control said that in order to proactively respond to prolonged heavy rains, the Committee requested the hydropower reservoirs of Song Bung 2, Song Bung 4, Dak Mi 4, and Song Tranh 2 to proactively calculate and organize operations to ensure that the reservoir water level does not exceed the lowest flood water level and switch to operating mode according to procedure 1865.

Request A Vuong Hydropower Joint Stock Company to gradually lower the water level of hydropower reservoirs to 370m before 7am on November 5. Operation will start from 7am on November 3.

From the morning of November 3, it started to rain in many central provinces, in Thua Thien - Hue it rained very heavily.

The Committee requires that the organization of operations must ensure that no sudden or abnormal flows directly threaten the lives and property of people in the downstream riverside areas of the reservoir.

Hydropower reservoir owners must organize serious on-duty shifts and closely monitor weather information and flood situations. At the same time, they must increase notifications and warnings to ensure the safety of people and related activities on rivers and streams in the downstream area before operating regulation, starting to release water for power generation or in cases of sudden increase in discharge flow downstream.

In Nghe An , a representative of the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control said that the water level in reservoirs and hydroelectric lakes in the locality is currently at a safe level, ready to receive floods. When the rain comes, depending on the actual situation, there will be plans and scenarios to release water downstream to ensure dam safety as well as people's lives and property.

As of 12 noon today, in Quang Nam, Da Nang, Thua Thien – Hue and Quang Tri, moderate to heavy rain has begun, while in Thua Thien – Hue, heavy rain has started since 8 am on November 3. Meanwhile, in Quang Binh, Ha Tinh and Nghe An, there is currently no rain.

According to the forecast of the General Department of Hydrometeorology (Ministry of Natural Resources and Environment), from November 3 to 10, the Central region may be affected by some bad weather patterns causing heavy rain, including: Low vortex in the south and middle of the East Sea; strong cold air waves are often strengthened and strong easterly winds operate at altitudes from 1,500 to 5,000 m.

Warning of the risk of widespread heavy rains, especially heavy rains, causing floods above alert level 3, widespread inundation, flash floods, and landslides in mountainous areas.

After November 10, heavy rains in the Central region will continue to develop complicatedly with the possibility of 2-3 heavy rains. In particular, the first half of November 2024 will be concentrated in the provinces from Ha Tinh to Quang Ngai and the beginning of December 2024 will be concentrated in the provinces from Quang Binh to Phu Yen.
