"Sprint" to carry out site clearance work

QTO - Thoroughly grasping and strictly implementing the direction of the Provincial People's Committee: "Clear people, clear work, clear time, clear responsibility, clear authority and clear results", the Department of Finance continues to proactively coordinate with departments, branches and localities to urgently and resolutely resolve difficulties in site clearance (GPMB) at works under the Basic Infrastructure Project for Comprehensive Development of Nghe An, Ha Tinh, Quang Binh and Quang Tri Provinces - Quang Binh Province Sub-Project (referred to as BIIG2 Project).

The Management Board of Basic Infrastructure Project for Comprehensive Development of Quang Tri Province (the unit assigned by the investor, the Department of Finance, to manage the BIIG2 Project) said that this is a large project, consisting of 7 works, divided into 8 bidding packages, with a total investment capital of more than 2,000 billion VND (including compensation costs, site clearance, construction costs...) funded by the Asian Development Bank (ADB), playing an important role in renovating and constructing new transport infrastructure works to improve regional connectivity, especially key tourist areas of the province, increasing connectivity between dynamically developing areas in the region.

With the attention and regular direction of the Provincial People's Committee, the Department of Finance has proactively coordinated with departments, branches and localities to urgently and resolutely resolve difficulties in site clearance work.

Up to now, 4/7 projects have completed site clearance, specifically 4 projects with 5 packages, including: Road project from the south of Quang Hai bridge to Lac Giao; upgrading irrigation, drainage and flood drainage system of Kenh Kia river; upgrading and expanding Song Gianh fishing port, Bo Trach district; tourist route connecting Dong Hoi city with the southern region of Quang Binh province (BOT-NB route); tourist route connecting Dong Hoi city with the southern region of Quang Binh province (Bao Ninh-Hai Ninh route). The remaining projects are currently at progress of over 90%.

Specifically: The road connecting the National Highway 1A bypass with the East branch of Ho Chi Minh Road reached 96.8%; the Dinh Muoi tourist road in Quang Ninh district reached 99.6%; the road from Loc Ninh commune to the Tay Bac Dong Hoi industrial park reached 95.1%.

Mr. Nguyen Viet Vuong, Deputy Director in charge of the Management Board of Infrastructure Project for Comprehensive Development of Quang Tri Province, said: Currently, the Department of Finance and the management board are "sprinting" to promptly resolve the problems in the implementation of compensation and site clearance work at the remaining 3 projects.

Specifically: Handling compensation for 0.19 hectares of land of 4 households in Dong Son ward at the road connecting the National Highway 1A bypass with the East branch of Ho Chi Minh road; 0.06 hectares of land of 1 household in Quang Ninh commune at the Dinh Muoi tourist road project, Quang Ninh district; 0.59 hectares of land of 21 households in Dong Thuan ward at the road project from Loc Ninh commune to the Tay Bac Dong Hoi industrial park.

Chairman of Dong Son Ward People's Committee Doan Hong Quan said that in order to complete the compensation and site clearance work for the road connecting National Highway 1A to the East branch of Ho Chi Minh Road soon, the ward is urgently assessing and approving the compensation plan for 3 households. At the same time, it will continue to mobilize 1 household to receive compensation. In case this household still does not receive the money, the locality will direct relevant departments and offices to carry out enforcement procedures according to regulations.

At the Dinh Muoi tourist road project, the People's Committee of Quang Ninh commune is also considering a household's request for compensation in the form of land. If the request is not accepted, it will organize a campaign to persuade this household to receive compensation.

Standing Vice Chairman of Dong Thuan Ward People's Committee Nguyen Trung Kien said that the ward is reviewing reports on cases that are eligible for land compensation but have not agreed with the resettlement land arrangement plan. The ward will also promote the effectiveness of propaganda and mobilization work in the past time with many households voluntarily handing over the land to the investor before the prescribed deadline, to continue organizing to mobilize the remaining households to agree with the resettlement plan. From there, there will be a basis to publicize the compensation plan for land clearance at the road construction project from Loc Ninh commune to Tay Bac Dong Hoi industrial park.

In order to soon complete the compensation and site clearance work of the BIIG2 Project, the Provincial People's Committee has requested departments, branches, units and localities to strictly implement the direction of the Provincial People's Committee on proactively advising the Provincial People's Committee and resolving within their authority the contents and tasks within their assigned functions and tasks, especially when receiving a request to resolve the work from the BIIG2 Project Management Board.

Mr. Tu Si Khoanh and Ms. Hoang Thi Nhan are two households in Residential Group 1 Loc Dai, Dong Thuan Ward, who are subject to relocation, compensation, and site clearance for the road project from Loc Ninh Commune to Dong Hoi Northwest Industrial Park. They said: Previously, although there had not been a decision approving the compensation, support, and resettlement plan from the competent authority, when the People's Committee of Dong Thuan Ward and the BIIG2 Project Management Board came to propagate and mobilize, with a high sense of responsibility for the development of the locality in terms of traffic infrastructure, we agreed to demolish the house, clear assets on the land, and hand over the clean site to the BIIG2 Project Management Board to hand over to the construction unit to contribute to ensuring the construction progress of the project.
