Solid foundation for the country's economic development in the coming period

Mr. Nguyen Duc Lenh, Deputy Director of the State Bank, Branch Region 2 said, The 2021-2025 period is a period of many difficulties and challenges. Among them, the historic pandemic named COVID-19; geopolitical conflicts and global trade competition are huge difficulties and challenges, having an impact on the country's socio-economic development.

In that context and the inherent difficulties of the economy, the comprehensive results achieved in all fields in the past period bear the mark of the term and are valuable lessons in national governance, in handling difficult situations and challenges arising from natural disasters and epidemics (unprecedented), as well as potential risks affecting macroeconomic stability...

Accordingly, the economy grows and develops in a positive direction, associated with growth quality and ensuring social security; effectively exploiting and using resource factors, especially policy resources for growth, promoting economic growth drivers and international economic integration. Developing infrastructure and innovating the two-level local government management model, as a foundation for developing the country's economy in the coming period, with a higher goal, bringing the country into a new era, an era of national development.

Evaluating the socio-economic report presented by the Prime Minister at the 10th Session of the 15th National Assembly, Mr. Lu Nguyen Xuan Vu, Chairman of the Saigon Entrepreneurs Association, said: "I am impressed that in the 2021-2025 period, despite many challenges, the macro-economy is basically stable; inflation is controlled below 4%, major balances of the economy are guaranteed. State budget revenue is estimated at 9.6 million billion VND, 1.36 times higher than the previous term, far exceeding the target of 8.3 million billion VND; while tax, fee, charge exemption, reduction, extension... is about 1.1 million billion VND; revenue increase, expenditure savings are 1.57 million billion VND.

These indicators show that the Government has operated flexibly, creating a stable macroeconomic environment for businesses to feel secure in production and business. Policies on tax, fee, charge exemption, reduction, and extension also clearly demonstrate the Government's support, contributing to supporting businesses to overcome difficulties, increase investment resources and expand production.

Along with that, the impressive budget collection, far exceeding the set target (reaching 9.6 million billion VND, exceeding the target of 8.3 million billion VND) also helps the Government have more resources to be able to implement many support policies for enterprises, especially having more large resources to promote public investment, creating a spillover motivation for enterprises in other industries to develop together.

Chairman of the Saigon Business Association Lu Nguyen Xuan Vu emphasized that, looking at the broader picture of the country's economy, after 40 years of renovation, our country has increasingly increased its potential, position and international prestige. GDP has increased from 8 billion USD in 1986 to 510 billion USD today, ranking 32nd in the world. GDP per capita has increased from 100 USD to over 5,000 USD, entering the upper middle-income group.

We have created a favorable business environment and a stable macro-economy. As Prime Minister Pham Minh Chinh emphasized in his summary report on socio-economic development results at the opening session of the 10th Session of the 15th National Assembly, in the context of many difficulties and challenges, the results achieved in 2025 and the 2021-2025 period are very valuable and proud; each year is better than the previous year, this term is better than the previous term in most areas. Those results continue to create momentum for rapid and sustainable development; create a force for inclusive and comprehensive development; create momentum to enter a new era and consolidate and strengthen the firm trust of the community, people and businesses in the Party and the Government.

Developing strategic infrastructure associated with modern logistics - a new growth driver

Mr. Do Xuan Quang, Vice President of the Vietnam Logistics Business Association, said that among the 10 main groups of tasks and solutions presented by Prime Minister Pham Minh Chinh at the 10th Session of the 15th National Assembly, the task of "focusing on investing in building strategic infrastructure projects" is of particular importance. This is not only a driving force for immediate growth but also a foundation for Vietnam to make a breakthrough in competitiveness and deeply integrate into the global supply chain.

Mr. Quang believes that the implementation of strategic infrastructure projects needs to be viewed and acted upon in an overall connection: Transport infrastructure - Logistics - Supply chain - E-commerce - Import and export.

Vietnam has a great opportunity to form a modern, interconnected transport network between regions. However, for the infrastructure to be truly effective, it is necessary to promote the development of multi-modal transport infrastructure: Synchronous connection between roads, railways, maritime, aviation and inland waterways.

The Vice President of the Vietnam Logistics Services Association said that first of all, it is necessary to speed up road and waterway connections to major ports such as Cai Mep - Thi Vai, Can Gio, Long An; at the same time, encourage businesses to invest in warehouses, distribution centers, and cold storage for agricultural product exports. Completing the infrastructure connecting Long Thanh and Tan Son Nhat airports with major seaports will create a "golden multimodal" transport axis to promote import and export, reducing logistics costs across the chain.

Investment resources for strategic infrastructure are huge, so it is necessary to promote public-private partnership (PPP), encourage domestic and foreign corporations to participate in investment, exploitation and operation according to transparent and effective mechanisms.

At the same time, it is necessary to strongly transform to digital logistics - applying big data, artificial intelligence in transport management, warehouse management and monitoring of goods flow. Central ministries, branches and localities should soon deploy a national logistics database, connecting information between ports, customs, businesses and customers. This will not only improve productivity but also significantly reduce time and costs for customs clearance and transportation.

Mr. Quang also said that to operate modern infrastructure, Vietnam needs high-quality logistics human resources - understanding technology, understanding the market, having global supply chain management skills. Along with that, it is necessary to perfect modern logistics institutions, amend and synchronize regulations related to transportation, warehousing, taxes, fees, customs, ensuring transparency and consistency between modes of transportation. This is an important factor to help businesses feel secure in long-term investment.

If the above solutions are implemented synchronously, Vietnam can achieve the goal of becoming a logistics hub of Southeast Asia in the next 10 years. A modern, multi-modal, digitally-connected, strategic infrastructure system supported by high-quality human resources will not only help reduce logistics costs but also improve national competitiveness, attract investment and promote sustainable exports.

Value Chain Training Innovation: The Key to 100,000 Semiconductor Engineers and "Digital Literacy"

MSc. Doan Ngoc Duy, Vice Principal of Hoa Sen University said, At the 10th Session of the 15th National Assembly, Prime Minister Pham Minh Chinh directed to identify two tasks of strategic significance: Training 100,000 semiconductor and artificial intelligence engineers to meet international standards, and simultaneously implementing the "Digital Literacy for All" program to improve the digital capacity of the entire population. These are important goals, posing urgent requirements on training methods, coordination mechanisms and measuring results by actual productivity.

From the perspective of higher education management, the goal of 100,000 semiconductor and artificial intelligence engineers is feasible if the approach is shifted from "teaching by industry" to "teaching by industrial value chain". With semiconductors and AI, the value chain ranges from design on specialized software, design with testing capabilities, operating automated measurement systems, to assembly, final testing and packaging to put chips into finished products. By structuring the program according to these four skill groups, students can clearly see their "career destination" and training institutions can arrange a practical learning - practical working roadmap.
