Presenting the Government's 2021-2026 term summary report, Permanent Deputy Prime Minister Nguyen Hoa Binh affirmed that during this term, the Government has been united, unified, acted resolutely, and excellently completed assigned tasks, leaving many outstanding marks.

The government apparatus is gradually becoming more organized, serving the people better and better.

Continuing the Tenth Session, this afternoon, October 20, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly worked in the Hall to listen to the summary report of the term's work of the agencies.

Briefly presenting the Government's summary report for the 2021-2026 term, Permanent Deputy Prime Minister Nguyen Hoa Binh said that during the 2021-2026 term, the Government and the Prime Minister have excellently completed 8 tasks assigned by the Constitution.

Regarding the implementation of the Constitution and laws, the Government and the Prime Minister have seriously grasped and issued 116 programs and action plans to effectively implement the Constitution, laws, resolutions and conclusions of the Party and the National Assembly. Regularly monitor, inspect and urge the implementation of tasks and solutions in all fields.

At the same time, the Government also tightens discipline in organizing and enforcing the law; promotes the responsibility of leaders, and ensures resources for implementation. Promotes decentralization and delegation of power according to the motto "locality decides, locality acts, locality is responsible" , associated with appropriate resource allocation and strengthening inspection, supervision, and control of power; contributing to creating initiative and flexibility for localities, and unlocking and releasing resources for development.

Regarding policy and law making, the Government and the Prime Minister have innovated their thinking in law making, shifting from "management" to "development creation", from "pre-inspection" to "post-inspection"; proactively and actively proposing many draft laws with open and creative mechanisms and policies, contributing to perfecting the socialist rule-of-law state and socialist-oriented market economic institutions, promptly removing "bottlenecks" and "knots" in mechanisms.

“The Government has organized 45 specialized meetings on law-making; submitted to the National Assembly for promulgation a Resolution on a number of special mechanisms and policies to create breakthroughs in law-making and enforcement; passed 180 laws, ordinances and resolutions (including this Session), the most ever; issued 1,400 resolutions and 820 decrees. The Government, the Prime Minister, ministries and ministerial-level agencies have issued nearly 3,600 legal documents under their authority,” Deputy Prime Minister Nguyen Hoa Binh stated.

Regarding economic, cultural, social, environmental, defense, security, and foreign affairs management, the Deputy Prime Minister pointed out 10 outstanding achievements. Accordingly, the macro economy is stable, with high growth; flexible adaptation and effective control of the Covid-19 pandemic; social security and people's livelihood care are always given top priority, achieving many practical results; National Target Programs are allocated large resources, directed to be implemented resolutely, basically completing the targets assigned by the National Assembly in the 2021-2026 term; cultural and social fields have made comprehensive progress; many backlogged projects and long-term loss-making enterprises have been handled, resolved, and resources have been released for development...

Regarding the organization and arrangement of the apparatus of ministries, agencies and localities in the state administrative system, Deputy Prime Minister Nguyen Hoa Binh emphasized that, implementing the policy of the Central Government and the Politburo; the Government and the Prime Minister have focused on directing the drastic implementation of the organization and arrangement of the apparatus of the political system, organizing the Government in a streamlined and scientific manner, completing the historical mission of the district level, and organizing the local government at 2 levels in the direction of streamlining, compactness, strength, efficiency, effectiveness and efficiency. Up to now, the government apparatus from the Central to the grassroots level has gradually become orderly, serving the people better and better, and has been highly appreciated by the people.

In addition, the Government's Report also clearly stated the results of managing the national administration, cadres, civil servants and public employees; inspection, settlement of complaints and denunciations, prevention and combat of corruption, negativity and waste; protection of the rights and interests of the State and society, human rights and citizens' rights; ensuring social order and security; negotiating and signing international treaties; protecting the interests of the State, organizations and Vietnamese citizens abroad; coordination with agencies of the National Assembly, the Vietnam Fatherland Front and socio-political organizations.

In the context of many unprecedented difficulties and challenges, Permanent Deputy Prime Minister Nguyen Hoa Binh affirmed that the Government for the 2021-2026 term has been united, unified, acted resolutely, and excellently completed assigned tasks, leaving many outstanding marks: stable macro-economy, maintained high growth; social security is guaranteed, people's lives are constantly improved; institutions are strongly innovated; successfully implemented the "revolution" in streamlining, streamlining, efficient, effective, and efficient apparatus; strategic infrastructure has made breakthroughs; national defense and security are maintained; the country's international position and prestige are raised to new heights.

Focus on perfecting institutions and mobilizing all resources for development

In the coming time, the world and regional situation is forecast to continue to develop in a complex and unpredictable manner. Therefore, Deputy Prime Minister Nguyen Hoa Binh highlighted 12 key contents to be implemented to contribute to realizing 2 strategic goals (by 2030, becoming a developing country with modern industry and high average income and by 2045, becoming a developed country with high income following socialist orientation):

Firstly, continue to improve the organization, streamline the apparatus, and establish two-level local government.

Second, focus on perfecting institutions and laws, mobilizing all resources, creating new momentum for development; promoting administrative reform, controlling, cutting down, simplifying administrative procedures and improving the quality of providing online public services to people and businesses.

Third, promote high growth associated with maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy.

Fourth, promote industrialization, modernization, economic restructuring, breakthroughs in science and technology development, innovation, and digital transformation.

Fifth, develop synchronous and modern infrastructure, effectively exploit new development space, take urban areas as the driving force for regional development and promote new rural construction.

Sixth, build a modern national education system on par with the region and the world, focusing on developing high-quality human resources.

Seventh, focus on developing cultural and social fields, ensuring social security; constantly improving the material and spiritual life and health of the people.

Eighth, effectively manage and use resources; protect the environment, proactively respond to climate change, prevent and mitigate natural disasters.

Ninth, consolidate and strengthen national defense potential, ensure national security, maintain social order and safety, and create a peaceful and stable environment for national development.

Tenth, improve the effectiveness of foreign affairs and international integration, focusing on economic diplomacy; promote the role, position and prestige of Vietnam to build and develop the country.
