The State Audit Office transferred many files to the investigation agency.

Continuing the program of the 10th session of the 15th National Assembly, on the afternoon of October 20, State Auditor General Ngo Van Tuan presented the State Audit's work report for the 2021-2026 term.

Provided 1,749 audit reports and related documents

State Auditor General Ngo Van Tuan said: Synthesizing the audit results for the 2021-2026 term, by September 30, 2025, the State Audit (SA) recommended financial settlement of VND 254,676 billion and USD 125,423,654.63, of which it recommended increasing state budget revenue by VND 24,019 billion, reducing state budget expenditure by VND 92,365 billion and USD 108,890,155.79; other recommendations were VND 138,292 billion and USD 16,533,498.84.

Through the audit, the State Audit Office recommends rectifying the operations of the audited units and the responsibilities of individuals and organizations involved in the management, operation and use of public finance and public assets.

The State Audit Office has recommended the cancellation, amendment, supplementation and new issuance of contents that are contrary to or inconsistent with general State regulations and practices for 938 legal documents and management documents at all levels.

During its term, the State Audit Office provided 1,749 audit reports and related documents to the agencies of the National Assembly, the Central Inspection Committee , investigation agencies and competent State agencies to serve the investigation, inspection and supervision work; provided many reports summarizing audit results related to the supervision contents of the National Assembly, the National Assembly Standing Committee and the agencies of the National Assembly.

The State Audit Office has proposed to monitor a number of projects with signs of waste; transferred 17 files to the Investigation Police Agency to investigate and clarify cases with signs of law violations, and coordinated to provide many documents and audit reports to inspection, examination and investigation agencies for clarification according to their authority.

One of the outstanding new points of the past term is the strong change in the orientation of innovation in auditing approaches, through requiring audit teams to focus on evaluating the tax authority's revenue management work, choosing key areas with large revenue sources and high risks of revenue loss, tax evasion, and tax fraud.

Along with that, the scope of audit activities is expanded to include aspects of mechanisms and policies to promptly detect inadequacies and "loopholes" in order to promptly recommend amendments and supplements.

According to the State Auditor General, the quality and effectiveness of audits have been increasingly improved, contributing to strengthening the effectiveness and efficiency of state management, improving the efficiency of using public finance and assets, and promptly correcting errors and limitations of audited units, helping public financial activities become more transparent and disciplined.

Promoting transparent and effective public financial management

In addition to the achievements, State Auditor General Ngo Van Tuan assessed that in the past term, there were still some limitations and shortcomings, specifically: The selection of topics and audited units based on risk assessment and determination of audit materiality has not been clearly demonstrated. The quantity and quality of thematic audits have been significantly improved, but the audit results assessing the shortcomings, loopholes, "bottlenecks", and barriers of mechanisms and policies affecting the driving force for rapid and sustainable economic development are not really clear. There are also issues that have not been promptly detected to warn of signs of law violations in the management and use of public finance and public assets of some localities and units.

In the coming term, the State Audit Office will clearly define the motto of action in the new period as "Discipline - integrity - professionalism - quality - integration". The whole sector will promote the pioneering and exemplary spirit of cadres and party members, especially the responsibility of leaders, build a team of disciplined and honest cadres and civil servants, and improve professionalism and transparency in performing public duties.

At the same time, the industry focuses on improving quality in all areas of work; strengthening international integration, learning international knowledge and experience in new auditing fields to achieve the highest goal of improving the quality of auditing activities.
