Two-level local government in Son Tay with 3 "bright spots"

After 3 months of operating the 2-level local government model, Son Tay ward achieved remarkable results, including 3 "bright spots": Smooth administrative procedures; gradual digital transformation, urban infrastructure development; spreading the cultural identity of the Doai region.

Administrative procedures operate smoothly and effectively

Chairman of Son Tay Ward People's Committee Nguyen Thi Thu Huong said that since July 1, 2025, the two-level local government model has officially been put into operation. Up to now, Son Tay Ward has completed many important contents, such as: Fully promulgating the working regulations and rules of the Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front of the ward; perfecting the organizational structure, rationally arranging leadership positions, ensuring facilities and effectively using public assets; the work of receiving and handling administrative procedures for people and businesses has made many remarkable steps forward.

In particular, the activities at the two reception and public administrative service points in the ward have received the consensus and support of the people when coming to conduct transactions. The majority of people when surveyed rated them at the level of "Satisfied" and "Very satisfied". The facilities and human resources at the points are scientifically arranged, meeting the requirements of the task.

503 administrative procedures within the scope of settlement of the commune level and 8 software providing public services in various fields are listed, public and transparent at reception points, serving public administration in the ward, making it convenient for people and organizations. 100% of certified copies of originals and certified signatures are entered online and paid online through the Hanoi City Public Administration Service Center. The points also arrange staff and union members to support digital technology , instructing people to declare and submit documents directly and online in the operation of the 2-level local government model.

Ms. Dang Thi Thu Phuong, Son Tay Urban Environment and Construction Joint Stock Company, came to do the company's document certification procedures, and Mr. Duong Huu Anh, a resident of Cam Lam residential group, came to do the household registration procedures. They both expressed their satisfaction with the attitude and enthusiastic and thoughtful working spirit of the staff at the ward's Public Administration Service Point; the procedures were carried out quickly and conveniently...

After 3 months of operation, at the Son Tay Ward Public Administration Service Point, 9,815/10,003 records were received and processed, reaching 98.1% of administrative procedure records being processed on time, without any problems or backlogs.

The ward has identified key goals for step-by-step digital transformation, aiming to build a smart city on the basis of strongly promoting the potential and advantages of the locality.

The ward has also established a steering committee, working group and 57 community digital transformation teams, managing digital signatures and data for digital transformation. Deploying the campaign "45 days and nights to support digital transformation activities in communes and wards in the initial phase of operating the 2-level local government model"; implementing the movements "Digital education for the masses", "The whole country competes in innovation and digital transformation" in the period 2025-2030; a plan to promote interconnected, synchronous, fast and effective digital transformation, to meet the requirements of restructuring the apparatus of the political system of Son Tay ward.

Focus on infrastructure investment

Determined to complete the goal of building Son Tay ward into a rich, civilized, modern ward; an economic, cultural, and tourist center in the West of the Capital, the ward focuses on developing urban infrastructure, completing, submitting for appraisal and approval 2 key traffic projects with a total capital of 2,495.4 billion VND, including: Project to expand Son Tay bypass road; project to build a road from Cong bridge to bypass National Highway 32.

The ward has also completed and approved the design, estimate and contractor selection plan, and started construction of 4 projects: Ngo Quyen Tomb Expansion, Trung Hung Kindergarten, Phu Thinh Kindergarten, Va Temple technical infrastructure phase 1; accepted and put into use the Cong bridge project across Tich River; organized 3 auctions (84 plots, area 9,198.6m²), collected 472.199 billion VND; approved compensation, support and resettlement plans for 403 households/organizations (123,372.6m²), total cost 190.34 billion VND.

The projects, once completed and put into use, will help make the urban face of the ward more civilized and modern, with synchronous traffic connections, creating favorable conditions for trade and economic development in the locality and neighboring areas.

Spreading the cultural identity of the Doai region

The cultural and social fields continue to be invested in and developed, and information and propaganda activities are deployed promptly and effectively. Phan Thanh Thuy, Head of the Department of Culture and Society of Son Tay Ward, shared that the cultural and tourism highlight of the ward is the art program "Full Moon Festival - Mid-Autumn Festival of the Ancient Citadel - Son Tay Xu Doai", the Mid-Autumn Festival lantern model contest in 2025 with the participation of the lantern parade of 57 residential groups in the area on the night of October 4, on the walking street of the Ancient Citadel of Son Tay.

Previously, thousands of people and tourists watched the lantern carrying and parade teams in three rounds, on September 13, 20 and 27, each round had 19 teams participating... This activity contributed to spreading the cultural identity of Son Tay - Xu Doai homeland, was a highlight attracting more than 50,000 tourists to Son Tay, contributing to promoting the local cultural and tourism potential.

Chairman of Son Tay Ward People's Committee Nguyen Thi Thu Huong added that the ward focuses on innovating leadership methods, improving the quality of Party building work; promoting digital transformation, administrative reform, continuing socio-economic development; taking care of and implementing well social security, ensuring security and national defense; striving to comprehensively complete the targets and tasks for 2025 according to plan. The ward also focuses on building and perfecting the land database, determined to complete it within 90 days (from September 1 to November 30), with the motto: "Speed, determination, accuracy".
