Phu Quoc authorities will take drastic action if illegal tourist attractions do not dismantle themselves.

The head of the Phu Quoc City government, Kien Giang province, said that he has learned that the illegally built tourist site The Peak on Dien Tien hill is open to visitors. The government will take action if the violators do not remedy the consequences within 30 days.


Regarding the illegally built tourist attraction The Peak on Dien Tien hill (Phu Quoc, Kien Giang) which has opened to welcome visitors in recent days, Mr. Tran Minh Khoa, Chairman of Phu Quoc City People's Committee said: "Phu Quoc City will still take the next steps. If after 30 days the violators do not remedy the consequences or do not dismantle themselves, the authorities will continue to intervene," Mr. Khoa affirmed.

According to the People's Committee of Duong Dong Ward, Mr. Tran Van Luong (born in 1974, residing in Ho Chi Minh City) rented the right to use 3 hectares of land from Mr. Le Trong Dai (born in 1982, from Nam Dinh province) at Dien Tien hill, quarter 1, Duong Dong ward, Phu Quoc city (Kien Giang province) and was certified by Nguyen Ngoc Notary Office, Phu Quoc No. 02752, July 2, 2024.

On November 26, 2024, Mr. Luong sent a document to the People's Committee of Phu Quoc City regarding the use of agricultural land for multiple purposes according to the 2024 Land Law on the 3-hectare land he had just rented, but it was not approved by the competent authority.

On December 12, 2024, Mr. Luong continued to submit a petition to the Phu Quoc City government to consider the application for the use of agricultural land for multiple purposes, but it was still not approved. However, after that, Mr. Luong still built many items to form the tourist destination The Peak on Dien Tien hill.

Mr. Dai said that initially, Mr. Luong rented the land to produce camping tents for sale. However, on December 24, 2024, when the land and construction officials of Duong Dong ward came to Dien Tien hill area to draw up a record of administrative violations, most of the illegally built construction items were 90% completed.

The cadastral and construction officers of Duong Dong ward have drawn up administrative violation records against Mr. Le Trong Dai and Mr. Tran Van Luong.

Violations include: Converting agricultural land to non-agricultural land or land for production and business; deforming terrain, changing the slope of the land surface, leveling and raising the surface of agricultural land; organizing construction works not in accordance with construction planning and urban planning; encroaching on land managed by the State; encroaching on protective forest land.

However, many days later, illegal construction continued to happen more rapidly.

On January 22, 2025, Mr. Tran Minh Khoa, Chairman of Phu Quoc City People's Committee, signed a decision to administratively sanction Mr. Le Trong Dai and Tran Van Luong for many violations in the field of land.

Of which, Mr. Dai was fined a total of 120 million VND and had to return nearly 30 million VND of illegal profits gained from the violation.

Mr. Dai is required to restore the original condition of the land before the violation for areas of 257.1m² and 501.2m²; and is required to demolish the illegal construction with an area of ​​69.7m². The time limit for implementing remedial measures is 30 days.

Mr. Luong was fined 175 million VND for 4 violations. In addition, Mr. Luong must also return 200 million VND, the illegal profit gained from committing the violations.

The tourist spot still welcomes visitors every day, despite being fined by Phu Quoc authorities for illegal construction and forced to dismantle illegal structures.

It is worth mentioning that up to now, the above tourist spot is still selling tickets and welcoming visitors. On the afternoon of February 21, Mr. Duy, a resident of Phu Quoc, bought a ticket to The Peak tourist spot for 70,000 VND.

According to the ticket seller, because he is from Phu Quoc, Mr. Duy got a discount. "In the morning and afternoon, there are a lot of tourists coming to take pictures," the male employee said, adding that every day, this place welcomes hundreds of visitors who buy tickets to visit and take pictures.

Speaking on the phone, Mr. Tran Van Luong said he was busy and would call back later. However, over the past several days, reporters have been calling Mr. Luong's number but have not been able to reach him.

3 hectares of golden land for rent 10 million VND / month?

Mr. Le Trong Dai said that he bought 42 plots of land for perennial crops in a row, with a total area of ​​3 hectares, worth hundreds of billions of VND, since October 2023. After that, Mr. Dai built a high-rise building on the land he had just bought, but the authorities made a record of administrative violations, forcing him to demolish or enforce it.

"I did it without a construction permit, which is wrong. The land is prime land, leaving it like that is a waste. After that, I leased the entire 3 hectares of land to Mr. Luong around June 2024, on a personal basis. The rental price is 10 million VND/month for the entire 3 hectares of land. The rental period is within 5, 10 years or at any time Mr. Luong is no longer doing business, it will be returned," Mr. Dai said.

In response to the question that the rental price of a 3-hectare prime land plot for only 10 million VND is unreasonable, Mr. Dai said that he still has 3-6 hectares of other land, and he is willing to lend it to anyone who needs it (!?).
