Officially abolishing referral procedures for rare and serious diseases

On the afternoon of November 27, with the majority of delegates in agreement, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Health Insurance.

The new point of the Law is to amend and update the subjects of participation, responsibility for paying health insurance, payment method, payment period, responsibility for making a list of health insurance payments, and card validity period to be more consistent and synchronized with the provisions of related Laws.

Regulations on health insurance medical examination and treatment, including initial health insurance medical examination and treatment registration, and patient transfer between health insurance medical examination and treatment facilities according to the technical expertise level of the Law on Medical Examination and Treatment.

Regulate the level of health insurance benefits when implementing the universal health insurance medical examination and treatment in the direction of not distinguishing administrative boundaries, maintaining the rate of health insurance benefits according to the provisions of the current Law and expanding to a number of cases; including a number of rare diseases, serious diseases... that are sent directly to specialized medical examination and treatment facilities.

Supplementing the mechanism for payment of drugs and medical equipment transferred between medical examination and treatment facilities and payment of paraclinical service costs transferred to other facilities in case of drug and medical equipment shortage.

Supplement specific regulations on late payment and evasion of health insurance payment and measures to handle these cases.

The Law takes effect from July 1, 2025.
