The city has assigned a total of 6,084 tasks to departments and localities. Of these, units have completed 4,678 tasks (accounting for 77%), 1,331 tasks (22%) are being implemented, and only 75 tasks (1%) are overdue.
Regarding administrative work, departments, branches and sectors in the city have received and processed about 140,000 administrative procedure files. Administrative procedures have been standardized, shortening the time; online public services and digital infrastructure have been deployed synchronously. The average rate of online public service files is about 67%. Some units have a high rate, exceeding 80%, including the City Police and the Departments of Science and Technology, Health, Construction, Education and Training, Culture, Sports and Tourism.
In addition, the training and development of staff is focused on; the system of decentralized and delegated documents is issued promptly, creating a clear legal corridor, increasing the initiative of the base. Administrative procedures are standardized, shortening the time. Facilities, equipment and human resources are also gradually supplemented.
Thanks to these efforts, the city's socio -economic situation in the third quarter had many bright spots, creating an important foundation for the excellent completion of the 2025 targets. The city has strived to complete the "dual goal": both implementing the organizational restructuring revolution and focusing on socio-economic development. Domestic investment attraction in the first 9 months increased 11.9 times, the number of newly established enterprises increased by 36.4%.
Despite many achievements, Hai Phong still has difficulties and limitations that need to be overcome: the human resources at the commune level need to continue to be supplemented, improved and improved; the facilities of some Public Administration Service Centers do not meet the requirements; there are still cases of slow and overdue administrative procedures. Digital transformation, connection and data sharing are not yet synchronized, especially in the fields of civil status, land and coordination between the commune level and the regional project management board is still inadequate.
To overcome the above difficulties and promote operational efficiency, according to Hai Phong leaders, in the coming time, departments, branches and sectors with online public service rates of less than 80% need to increase updating, interconnection and data exploitation. Departments, branches and sectors review and compare internal processes with electronic processes to increase data exploitation on interconnected software, implement decentralization and assign rights so that cadres, civil servants and public employees are assigned to process administrative procedures in a convenient electronic environment.
