Waiting for planning review in the third quarter of 2027, Ho Chi Minh City will start construction of Phan Dinh Phung stadium project

On the afternoon of September 18, at the press conference on the socio -economic situation of Ho Chi Minh City, the Department of Finance issued a document answering questions from reporters of the Finance - Investment Newspaper regarding the progress of the Phan Dinh Phung Sports Center Construction Project (Phan Dinh Phung Gymnasium Project).

The Department of Finance said that the Phan Dinh Phung Stadium Project, after changing from BT (build-transfer) investment form to public investment, was assigned by the Ho Chi Minh City People's Committee to the Department of Culture and Sports to prepare a pre-feasibility study report from June 2024.

By December 2024, the Department of Planning and Investment (now the Department of Finance) had coordinated with relevant departments and branches to organize the collection of appraisal opinions.

However, when consulting the Department of Planning and Architecture (now the Department of Construction), it was found that the Project had problems with zoning planning.

After that, the Department recommended that the City People's Committee review the zoning plan, consider the possibility of adjustment and carry out the following procedures to complete the Pre-Feasibility Study Report.

By March 2025, the City People's Committee directed the Department of Culture and Sports, the Project Management Board for Investment and Construction of Civil and Industrial Works, and the People's Committee of District 3 (old) to coordinate to review and advise on local adjustments to the 1/2000 scale zoning plan at the project site.

Currently, the review and adjustment is underway. When the investment proposal dossier is completed, the Department of Culture and Sports will submit it to the Department of Finance for appraisal and report to the City People's Committee for consideration and decision.

The Department of Finance said that it is expected that the planning adjustment preparation and approval will be completed by April 2026.

The project investment policy will then be assessed and decided in May 2026. Construction will commence in the third quarter of 2027 and be completed in the first quarter of 2029.

Phan Dinh Phung Stadium project is located on a "golden" land plot on an area of 1.44 hectares in the central area of District 3, Ho Chi Minh City, approved for investment in the form of BT in 2010 and approved in 2016.

But before the Project could start, the BT investment form was "terminated" according to the Law on Investment under the Public-Private Partnership (PPP Law), effective from the beginning of 2021. Since then, the Project has been stuck and cannot be implemented.

Due to the project being behind schedule for many years, the total investment has continuously increased from the initial level of 988 billion VND to 1,352 billion VND and has now increased to 1,953 billion VND.
