CMC Chairman: "Resolution 57 is built as a strategic map"

On the morning of February 10, the Government Standing Committee met with businesses to discuss tasks and solutions for private enterprises to accelerate, make breakthroughs, and contribute to the country's rapid and sustainable development in the new era.

The Prime Minister emphasized that the Government sympathizes with businesses in the face of difficulties and is determined to always accompany and help remove obstacles for businesses, especially institutional obstacles that are "bottlenecks of bottlenecks" but also "breakthroughs of breakthroughs".

FPT Chairman recommends popularizing AI

At the conference, Mr. Truong Gia Binh, Chairman of FPT, Head of the Private Economic Development Research Board, said that at this time the whole country is excited and has great hope that Vietnam will enter a new era. This is the moment when the country's fortunes have come, we must do everything possible to develop, we cannot miss it. Mr. Truong Gia Binh suggested that we must unleash the potential of science and technology.

“When I did research, I saw that the relationship between GDP and science and technology potential was drawn as an upward parabolic graph, meaning that when GDP grows, the level of science increases. Given those opportunities, I proposed "popular AI". In the past, in the most difficult years, the years of resistance when the government was still weak and poor, Uncle Ho raised the issue of "popular education". Now when the opportunity comes, especially during this Tet holiday, we hear a lot about DeepSeek. DeepSeek makes "popularizing artificial intelligence", meaning that small companies can do it, small and medium-sized companies can also apply it", said Mr. Truong Gia Binh.

FPT Chairman suggested: "As soon as possible, AI can be included in the education and training programs of all education systems, and we are the ones directly implementing it into the education system. We can include it in grade 1, but what is most needed is the role of the State, so that Vietnam can soon become a nation of artificial intelligence...".

Resolution 57 will help the country rise up

At the conference, Mr. Nguyen Trung Chinh, Chairman of CMC, said that although they are researching science and technology, the word “science” is not associated with technology and the word “technology” is not associated with the market and businesses. CMC hopes that the merger of the Ministry of Science and Technology and the Ministry of Information and Communications will overcome this bottleneck.

The Chairman of CMC emphasized: “Resolution 57 is built as a strategic map that we believe will help the country develop more strongly. In 2024, we made a statement on the AI ​​transformation strategy, recommending to the Government that it is necessary to take advantage of AI as a potential and technological capacity that Vietnamese people have to build the country.”

Mr. Nguyen Trung Chinh continued: “On January 21 at Davos, we announced this transformation strategy. We have a proposal that in the future when we go to Davos, we should have a "Viet Nam House" in Davos, for example. That way, all our technology companies can bring their ideas to introduce to the world.”

Also at the conference, the Chairman of CMC received two national tasks. One is to build a cloud computing infrastructure that is not only the top in Vietnam but also in the region. The investment scale is up to 80MW, nearly twice the total capacity that Vietnam currently has (about 50MW).

The second task that CMC has undertaken is to build C.OpenAI. C.Open was announced by CMC in 2017 and has now been transformed into C.OpenAI, building Core AI of Vietnamese people, Vietnamese intelligence and for Vietnamese people.

To be able to complete the task, the Chairman of CMC also made 3 recommendations. First, the State needs to perfect the institution, specifically, the State assigns ministries, branches, and localities "KPI" to commit to the time to resolve implementation for businesses. Second, CMC has an investment plan for the next 5 years to spend about 700 million USD to 1 billion USD to build technical infrastructure. However, CMC's concern is the source of capital. CMC really hopes to have a development support fund but does not know if 700 million USD can be borrowed. CMC wants a loan policy with preferential interest rates for 10 years.

Finally, CMC is implementing human resource training and wants to open branches in localities, but according to regulations, it must have 2 hectares of land. In theory, the locality must arrange 2 hectares of land for the enterprise, but in reality, in Hanoi, Da Nang or Ho Chi Minh City, to have 2 hectares of land is not easy.

The CMC Chairman believes that if there is infrastructure, training can be done immediately. For example, to enroll 1,000 - 2,000 students in artificial intelligence, CMC has a building of nearly 10,000 square meters that can train 2,000 students. But the regulation of 2 hectares of land to deploy a new branch is not really simple in terms of procedures.

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh stated that the private economic sector is an important driving force for economic development, an important component of our country's socialist-oriented market economy.

The Prime Minister expressed his impression, admiration, respect, pride and confidence in the achievements and future development of the Vietnamese business community and entrepreneurs.

The Head of the Government expressed 8 wishes to businesses and entrepreneurs: Pioneer in innovation, digital transformation, development and application of science and technology; contribute more actively and effectively to 3 strategic breakthroughs in institutions, infrastructure and human resources; accelerate and make breakthroughs in growth; be inclusive, comprehensive and sustainable in national development; promote the construction and development of digital economy, green economy, circular economy, sharing economy, knowledge economy, creative economy; actively participate in ensuring social security, especially in eliminating temporary and dilapidated houses and building social housing for workers; have more and more large national enterprises participate in global value chains, supply chains and production chains, contributing to enhancing the national brand.
