Hanoi Chairman: Phung Khoang Lake Park must be completed before Lunar New Year

On November 20, Chairman Tran Sy Thanh, Head of the Steering Committee on implementing measures to prevent and combat waste of the Hanoi People's Committee and members of the Steering Committee listened to a report on the implementation status, problems and obstacles of the Phung Khoang Lake Park construction investment project (Nam Tu Liem and Thanh Xuan districts). This is one of the projects with long-term delays that is attracting public attention.

Chairman of the Hanoi People's Committee Tran Sy Thanh said that recently, the city has focused on identifying and reviewing 712 slow-to-implement non-budget capital projects. Among them, there are projects that have not been implemented for 10 years, and there are projects that have been recovered unfinished, causing waste. The city has put the projects on the list of projects to be removed for re-operation. For projects that cannot be implemented for many objective and legal reasons, the city has recovered them.

Regarding the park sector, in 2023, the City People's Committee will review and promptly remove obstacles and problems in 2 parks (Astronomy Park and Guitar Park in Duong Noi Urban Area). These are projects that have been invested in and built but due to various subjective and objective reasons, have not been put into use for many years.

With the spirit of drastic direction to handle existing problems and at the same time minimize the waste of social resources, these projects have been put into use and exploited to promote their value and promptly serve the people.

Regarding Phung Khoang Lake Park, although many items have been completed, it cannot be put into operation because the site clearance work has not been completed.

The Chairman of Hanoi said that park projects are very important to the city, because once put into use, these projects will contribute to reducing environmental pollution, increasing green areas and recreational spaces for inner-city residents.

Therefore, investors must do a better job of fulfilling their responsibilities towards public works projects; it is impossible that the urban area project has been completed for a long time while the social works project has not been completed for decades.

Phung Khoang Lake Park project started in 2016 but is still unfinished, causing waste.

Chairman Tran Sy Thanh assigned Vice Chairman of the City People's Committee Duong Duc Tuan to closely monitor the site clearance progress of Nam Tu Liem and Thanh Xuan districts, to be completed by December 15, 2024 at the latest to hand over the site to the investor.

In the spirit of not waiting, definitely not delaying the project's progress, the Chairman of the City People's Committee requested units to create an open mechanism to carry out public projects to serve the people, both clearing the land and completing construction procedures. The goal is that by the Lunar New Year 2025, the Phung Khoang Lake Park project must be completed and put into use.

“Relevant units need to concentrate all resources and strive so that during the upcoming Lunar New Year, people can have fun and watch fireworks at Phung Khoang Lake Park,” the head of the city government emphasized.

At the meeting, Director of Hanoi Department of Construction Vo Nguyen Phong said that Phung Khoang Lake Park is a construction item of Phung Khoang New Urban Area project, located in Thanh Xuan and Nam Tu Liem districts. The project was approved by the City People's Committee in Decision No. 2580 dated December 15, 2008 and adjusted in Decision No. 3162 dated August 31, 2022 allowing to extend the project implementation progress to "complete in the fourth quarter of 2024".

The total investment of the project is nearly 3,500 billion VND. The project investor is a joint venture between Hanoi Housing Investment and Development Corporation and Urban Investment and Construction Joint Stock Company.

At the meeting, representatives of the investor and the People's Committees of Nam Tu Liem and Thanh Xuan districts clarified the difficulties and problems that directly affected the completion of the project, such as: The planning adjustment caused some items to have to change the design, and difficulties in site clearance for the project.
