President: "The new apparatus must be better and more effective than the old one"

(Dan Tri) - President Luong Cuong requested Phu Tho to build a streamlined, effective, and people-friendly two-level local government, and "the new apparatus must be better and more effective than the old one."

Attending and speaking at the first Congress of the Phu Tho Provincial Party Committee for the 2025-2030 term on the morning of September 30, President Luong Cuong affirmed that this is an important political event, a special milestone of Phu Tho province after 3 months of establishment on the basis of merging the three provinces of Phu Tho, Vinh Phuc, and Hoa Binh .

The Congress also set out higher, more difficult requirements, tasks and new challenges for Phu Tho province.

To realize the goal of Phu Tho becoming an industrial, commercial, logistics, tourism, education and training center of the region by 2030 and becoming a centrally-run city by 2045, the President requested the congress to focus on discussions, resolutions and the Executive Committee of the first term to lead and direct the drastic implementation of many contents and tasks.

“I suggest that the Provincial Party Committee needs to maintain and strengthen solidarity and high unity in perception and action, first of all within the Party Committee and the Standing Committee. Continue to focus on leading and directing the organization of building and rectifying the Party and the political system to be truly clean and strong in politics, ideology, organization, ethics and cadres,” the President emphasized.

Phu Tho must improve the quality of its cadres and party members, and build a two-level local government that is truly streamlined, effective, efficient, and close to the people.

“We must make the new apparatus better and more effective than the old one; the measure is people’s satisfaction. During the implementation process, there will be problems and difficulties that need to be grasped in order to have solutions to overcome and handle,” said the President.

The President requested that information and propaganda work be deployed effectively, correctly, and promptly, creating high consensus, first of all within the Party, the political apparatus, and in society, consolidating the great national unity bloc.

Phu Tho focuses on effectively implementing the core contents of 3 strategic breakthroughs, including: Perfecting institutions towards modernity, effectiveness and efficiency; focusing on developing science, technology and digital transformation, creating a foundation for fast and sustainable development; promoting the development of the private economic sector to truly become an important driving force of the economy.

Along with that, the province needs to strengthen international integration, effectively attract strategic investment capital, boost exports and develop high-quality service industries. Develop healthcare, education and promote human resource training; prioritize training of technical, technological, logistics and digital transformation human resources to suit the needs.

During the development process, the President noted that Phu Tho thoroughly grasps the human spirit as the center, goal, and subject of all development strategies.

“The success of the congress is very important, but turning the will, aspiration and determination of the entire Party Committee, the entire people and the armed forces of Phu Tho province into reality is the success and the desire of all of us,” the President pointed out.

President Luong Cuong suggested that after the congress, the Executive Committee of the Phu Tho Provincial Party Committee, term I, urgently and resolutely implement the congress resolution closely, seriously, methodically, with clear goals, requirements to be achieved, and clear responsibilities... The tasks to be implemented in 2025 need to be focused on immediately, ensuring progress and quality so that people, cadres, and party members can clearly see the breakthrough changes of the congress resolution.

As reported by Dan Tri , at the congress, Deputy Head of the Central Organizing Committee Hoang Dang Quang announced the Politburo's decision to transfer and appoint Mr. Dang Xuan Phong, Secretary of Phu Tho Provincial Party Committee for the 2020-2025 term, to join the Executive Committee, Standing Committee and hold the position of Secretary of Ninh Binh Provincial Party Committee for the 2025-2030 term.

Mr. Truong Quoc Huy, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Ninh Binh province, was appointed by the Politburo to hold the position of Secretary of the Phu Tho Provincial Party Committee for the 2025-2030 term.

The Deputy Secretaries of the Phu Tho Provincial Party Committee for the 2025-2030 term include: Bui Van Quang, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Duy Dong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee; Bui Huy Vinh, Deputy Secretary of the Provincial Party Committee; Bui Thi Minh, Deputy Secretary of the Provincial Party Committee; Nguyen Manh Son, Deputy Secretary of the Provincial Party Committee, Vice Chairman of the Phu Tho Provincial People's Committee.

Immediately after announcing the Politburo's decisions, the Phu Tho Provincial Party Executive Committee for the 2025-2030 term was introduced to the congress.
