President Luong Cuong: Countries need to fully implement their commitments on climate finance.

On the afternoon of September 24 local time, at the United Nations Headquarters in New York, the United States, the High-Level Conference on Climate Action took place, co-chaired by United Nations Secretary-General Antonio Guterres and Brazilian President Luiz Inácio Lula da Silva, and attended by many heads of state and government of United Nations member states, and representatives of international organizations.

President Luong Cuong led a high-ranking Vietnamese delegation to attend and speak at this important conference.

In his opening remarks, the UN Secretary-General said that clean energy is driving economic growth and sustainable development, creating jobs. Informing that if the Nationally Determined Contributions (NDCs) are fully implemented, the expected global temperature increase will be below 3 degrees Celsius, instead of 4 degrees Celsius compared to previous forecasts, Mr. Guterres called on countries to propose new, more ambitious levels of contribution.

He said the focus should be on promoting five areas including clean energy transition, cutting methane, protecting forests, accelerating emissions cuts in heavy industries, and ensuring climate justice, including ensuring green finance for developing countries.

As President of the 30th United Nations Climate Change Conference (COP 30), the Brazilian President affirmed that the upcoming COP 30 Conference will be a place where countries can discuss this issue frankly, and called on countries to submit new NDCs soon before COP 30.

Sharing the views of the UN Secretary General, delegates affirmed that green and low-carbon transition is a common trend in the world ; calling on developed countries to take the lead in reducing emissions and increasing financial and technical support for developing countries.

Speaking at the Conference, President Luong Cuong emphasized that as one of the countries most heavily affected by climate change, Vietnam is clearly aware of and steadfast in its goal of sustainable development, harmonizing economic growth, environmental protection, and climate change response, constantly improving institutions and policies, creating a synchronous legal corridor for green transformation, equitable transformation, adaptation to climate change, resolutely implementing committed goals, and enhancing capacity and resilience for vulnerable areas and people.

To overcome the challenges of climate change together, the President said that countries need to fully and promptly implement commitments on climate finance, especially resources for a just transition, linked to ensuring social security, creating jobs, and supporting workers and vulnerable communities.

To help developing countries narrow the gap, the President called on the international community to promote more strongly and substantially the transfer of advanced, clean and efficient technology to serve the development of green and circular economies.

The President stressed that the United Nations needs to continue to promote its central role in promoting solidarity, cooperation, building trust, ensuring fairness and justice, and realizing the goals of the Framework Convention on Climate Change and the Paris Agreement on the principle of common but differentiated responsibilities. Developed countries need to take the lead in making strong commitments to reducing emissions, contributing finance and technology, initiating and spreading new initiatives and solutions, dialogue, connecting countries, businesses, social organizations and people around the world to join in action.
