President: Focus on strictly resolving corruption and negative cases

The President requested the judiciary to focus on building a modern, professional, and rule-of-law judiciary, contributing to the successful building of a socialist rule-of-law state of the people, by the people, and for the people.

On the morning of June 14, in Hanoi , President To Lam worked with the Supreme People's Court and connected online to the national People's Court system.

Attending the meeting were Politburo member, Party Central Committee Secretary, Chief Justice of the Supreme People's Court Nguyen Hoa Binh; leaders of a number of central departments, ministries and branches; and key officials of the Supreme People's Court.

Before the working session, the President visited the Center for Monitoring and Operation of the People's Court. The President assessed this as the "digital brain" of the Court, helping to manage and direct court activities quickly, promptly and effectively; at the same time, he emphasized that this is a breakthrough step in realizing the Party and State's policies and guidelines on digital transformation and in implementing judicial reform tasks, an important step in implementing international commitments on building electronic courts, contributing to building a professional, modern, fair, strict, honest judiciary, serving the Fatherland and the people.

At the meeting, Deputy Chief Justice of the Supreme People's Court Nguyen Tri Tue presented a summary report on the activities of the People's Court system.

In recent years, the number of cases that courts have to resolve has increased by an average of 8% per year, with diverse and complex nature, but the courts have constantly innovated and implemented many breakthrough and creative solutions, so the quality of resolving and adjudicating all types of cases continues to be guaranteed and has made much progress.

The rate of judgments and decisions annulled or amended due to subjective reasons of the court is limited to a low level (under 1.5%), meeting the requirements set forth in the National Assembly Resolution.

From the beginning of 2024 up to now, although the number of cases accepted increased by 39,635 cases compared to the same period last year, the courts have resolved 62.68%; the rate of judgments and decisions annulled or amended due to subjective reasons of the court is 0.82%, meeting the requirements set forth in the National Assembly Resolution.

The resolution and trial of criminal cases are ensured to be strict, with the right person, the right crime, and the law being applied; no cases of wrongful conviction of innocent people have been discovered. The quality of litigation is ensured to be substantial and effective.

The courts have focused on mediation in resolving civil cases, organizing dialogues between plaintiffs and defendants in resolving administrative cases; overcoming the problem of cases exceeding the time limit for settlement according to the law; coordinating well with relevant agencies in the process of resolving cases; and organizing experience-sharing sessions to improve the quality of court organization.

Meanwhile, the organization of trials of corruption and economic cases has been highly appreciated by the Party, the State and the people, and has received the approval and support of public opinion. For cases under the supervision and direction of the Steering Committee for Anti-Corruption and Negative Matters; and cases of public concern, the Supreme People's Court has focused on directing the courts to organize trials strictly, ensuring timeliness, progress and compliance with the law; closely coordinating with the prosecution agencies in the process of resolving the cases; strictly handling a number of cases that have caused particularly great damage and caused outrage in society, contributing significantly to the fight against corruption that the Party, the State and the people are determined to carry out.

Representatives of central ministries, branches and People's Courts exchanged and contributed opinions on the report of the Supreme People's Court, and at the same time made dedicated, specific and practical proposals and recommendations to improve the operational efficiency of the People's Court system.

Speaking at the working session, President To Lam highlighted and highly appreciated the achievements that the People's Court system has attained in recent times, and emphasized that the development process of the court is closely linked to the process of building and perfecting the State.

Under the leadership of the Party, generations of cadres, civil servants and public employees of the People's Court have always been united, made efforts to overcome difficulties and challenges, closely followed the teachings of beloved President Ho Chi Minh, set an example of "Serving the public, upholding the law, being impartial and selfless", and have successfully completed the tasks entrusted to them by the Party, State and people.

The President affirmed that the quality and efficiency of trial work of the courts have been increasingly improved, contributing significantly to maintaining political stability, order and social security, creating a healthy and stable environment for the country's development.

The persistent and silent contributions of generations of cadres and judges have created a fine tradition for the Court sector and have always been recognized and respected by the Party, State and people.

Since the beginning of the 13th Party Congress term, implementing the Resolutions of the Party and State on judicial reform and building a socialist rule-of-law state, courts at all levels have proactively proposed many breakthrough solutions to improve the quality of trials, and have made new developments in implementing the Judicial Reform Strategy.

Pointing out the shortcomings and limitations in the judicial activities of the court system, the President suggested that the court system should seriously consider, learn from experience, and have appropriate and feasible solutions to overcome the limitations and shortcomings, contributing to the successful implementation of the goals and tasks in the coming time.

The President affirmed that 2024 is the year to accelerate towards the successful implementation of all Resolutions of the 13th National Party Congress by 2025, while preparing for the organization of Party Congresses at all levels, towards the 14th National Party Congress. Therefore, the responsibility of the courts is to focus on more urgently implementing the requirements of judicial reform; the remaining tasks of the term.

In order for the court system's operations to achieve good results, the President requested to focus on building a modern, professional, and rule-of-law judiciary, contributing to the successful building of a socialist rule-of-law state of the people, by the people, and for the people.

Continue to fully grasp and seriously implement the Resolution of the 13th National Party Congress; the resolutions of the Central Committee; especially Resolution No. 27-NQ/TW dated November 9, 2022 of the 13th Party Central Committee on continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period.

Focus on improving the quality of trials, absolutely not wrongfully convicting innocent people, not letting criminals and offenders escape; limit and eventually prevent judgments from being overturned or changed due to subjective errors. Improve the quality, feasibility and accuracy of judgments, and improve the effectiveness of asset recovery in corruption and economic cases.

Emphasizing that every lack of "impartiality" in "serving the public and upholding the law" by judges can affect the political life and interests, even the lives of the people, the President requested to continue promoting the work of Party building, building a team of officials, especially a team of judges who are truly clean, honest, upright, and put the common interests of the country, the rights and legitimate interests of organizations and individuals above all else.

The quality of judicial staff is very decisive, even the most decisive, for the quality of judgments, and ultimately the quality of the judiciary. Building a team of truly clean staff, with strong political will, respecting the law, protecting the law, not biased, completely impartial, not seeking personal interests is the most fundamental factor.

Along with that, the President also requested to focus on resolving cases, ensuring timeliness, strictness, objectivity, fairness, and compliance with the law, especially cases monitored and directed by the Central Steering Committee on Anti-Corruption and Negativity; pay attention to and effectively implement the recovery of State assets that have been appropriated, lost, or damaged; thoroughly overcome the situation of judges being deferential and afraid of conflicts when resolving and trying administrative cases.

In the context that our country is going through a period of deep integration like today, in which there are many intertwined interests, the President said that it is necessary to promote international cooperation activities, especially activities to protect the country's interests; promoting cooperation agreements is also a measure to help expand the scope of Vietnam's legal values.

Affirming that the Party, State and people always pay attention, care and ensure the conditions and resources to build a clean and strong court system, the President expressed his belief that, with great efforts, determination, drastic and effective actions, upholding the responsibility of setting an example, the spirit of daring to think, daring to do, daring to speak, daring to take responsibility, the team of officials and judges of courts at all levels will overcome all challenges and temptations of everyday life, maintain a bright mind, fairness and integrity, excellently fulfill assigned tasks, worthy of the trust and love of the Party, State and the expectations of the people./.
