On the afternoon of October 19, at the National Assembly House, Politburo member, Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man chaired the Conference between the Standing Committee of the National Assembly Party Committee and the Head of the Party Group - Head of the Delegation, Deputy Head of the Delegation in charge of the National Assembly Delegation of provinces and centrally run cities before the 10th Session of the 15th National Assembly.
Speaking at the Conference, the National Assembly Chairman stated: The 10th Session is the last Session of the 15th National Assembly with a huge amount of work. This Session will promptly institutionalize new policies and conclusions of the Central Committee, the Politburo, the Secretariat, especially the important orientations approved at the 13th Central Conference, which emphasized the requirement of "turning institutional reform into a competitive advantage, into a driving force for development", unlocking resources, creating a legal foundation and driving force for national development in the coming period.
The National Assembly will consider and decide on 66 contents (49 laws, 4 legal resolutions, 13 groups of socio-economic contents, state budget, supervision and decision on important issues of the country). The meeting program will arrange time for the National Assembly to discuss and contribute opinions on draft documents to be submitted to the 14th National Party Congress.
The National Assembly Chairman said that the program of the Session was arranged very scientifically and tightly, with many innovations in the organization method such as: not dividing the session into 2 sessions; groups of content in the same field, or related will be arranged to be presented together, discussed together; no questions and answers will be organized at the plenary session, but questions will be conducted in writing and arranged for general discussion in 1 session...
“We have successfully completed 9 regular and 9 extraordinary sessions. In that spirit, the 10th Session must be even more successful in removing institutional bottlenecks as well as issues arising in the process of socio-economic development,” the National Assembly Chairman emphasized.
The National Assembly Chairman suggested closely following the orientations, policies, leadership, directions, and conclusions of the Central Executive Committee, the Politburo, especially the conclusion of the 13th Central Conference to review and give opinions on each draft law and resolution.
Pointing out that the 10th Session has the largest volume of legislative content considered at a session since the beginning of the term, the National Assembly Chairman requested that National Assembly deputies promote democracy and intelligence, focusing on contributing comprehensive opinions on both the content and technique of the draft law to ensure the highest quality when it is considered and passed. Focus on new content with far-reaching impacts such as the Law on Artificial Intelligence, the Law on Digital Transformation...; pay attention to and carefully analyze issues that are still difficult and problematic, directly affecting people's lives, such as the Law on Planning, the Law on Education, the National Assembly's Resolution on mechanisms and policies to remove difficulties in organizing the implementation of the Land Law...
Regarding socio-economic issues, the state budget and other important issues, the National Assembly Chairman requested each delegate to study in depth the Government's reports, analyze objectively, make comprehensive assessments, point out advantages and limitations, and draw lessons, especially in forecasting and estimating the state budget, and administering fiscal and monetary policies, contributing to strengthening the effectiveness of state management and budget discipline. In particular, it is necessary to pay attention to contributing to contents directly related to social life, such as the National Target Programs.
Regarding personnel work, the National Assembly Chairman asked the Heads of Delegations to thoroughly grasp the direction of General Secretary To Lam on enhancing the Party's and people's character in the activities of the National Assembly. Accordingly, it is necessary to uphold the principle of the Party's unified leadership of personnel work, while ensuring that all personnel decisions of the National Assembly must truly come from the common interests of the nation and people. Personnel work must be carried out in accordance with regulations, procedures, and voting with the highest sense of responsibility, putting the interests of the Party, the country and the people first and foremost.
The National Assembly Chairman noted the need to enhance the sense of responsibility, innovate working methods, strongly apply technology and digital transformation; promote the application of data platforms, digital information systems of the National Assembly, and apply artificial intelligence (AI) to support analysis and research to effectively serve legislative work and policy decisions; and strictly comply with discipline and regulations of the Session.
With the tradition of solidarity, innovation, intelligence and aspiration to contribute, the National Assembly Chairman believes that the 15th National Assembly will successfully fulfill its responsibilities in this historic session; hopes that the delegates will join hands and hearts with the Standing Committee of the National Assembly Party Committee and the National Assembly Standing Committee to lead and direct the successful organization of the session.
