At the Conference, the National Assembly Delegation reported to voters on the expected agenda of the 10th session of the 15th National Assembly and the operation of the commune-level government after implementing the 2-level government in Can Tho city from July 1, 2025 to present; receiving and recording voters' opinions and recommendations to synthesize, report and reflect to competent authorities for settlement according to regulations.

Representatives of leaders of departments, branches, and representatives of the City People's Committee; central ministries and branches answered, exchanged opinions and made recommendations to voters according to their authority, especially on policies and issues related to the implementation of the two-level local government model.
According to the report of the National Assembly Delegation, the 10th Session of the 15th National Assembly is a pivotal session, deciding many strategic issues for the next phase of the country. At this Session, the Government plans to submit 120 dossiers, documents, and reports, including many new and difficult issues, especially for a number of draft laws and specialized resolutions to immediately remove difficulties and obstacles such as land, planning, education, digital transformation, high technology, protection, care and improvement of people's health, population, new rural construction and sustainable poverty reduction.
Up to now, the preparation of basic documents has ensured progress in submission to the National Assembly; only a number of laws, resolutions and reports are being urgently completed according to the conclusions of the National Assembly Standing Committee at the 49th and 50th sessions.

According to reports and opinions at the conference, voters and people of Can Tho city highly appreciated the timely direction and supervision of the National Assembly; the strict and synchronous management and administration of the Government, the Prime Minister and ministries and branches; local authorities at two levels have made efforts to promptly implement the tasks and solutions set out; promote socio-economic development; ensure national defense, security and social security. Party committees and local authorities have been proactive in preparing and successfully organizing the Party Congresses at all levels for the 2025-2030 term in the city.
Voters are interested, have opinions and recommendations on a number of specific contents to ensure the increasingly smooth and effective operation of the two-level government apparatus, fully and promptly meet the needs of handling administrative procedures for the People, such as promptly implementing the new salary policy according to job position for each title and task of cadres, civil servants and public employees in agencies and units; providing guidance on determining job positions on digital transformation; implementing the national target program; promptly issuing a new circular guiding the functions and tasks of commune and ward health stations, specifying the functions, tasks, as well as the organizational structure of commune-level cultural - sports and broadcasting centers; promptly amending and supplementing Decree No. 23/2015/ND-CP in the direction of expanding the subjects of certification...

Emphasizing that the 10th Session is the last Session of the 15th National Assembly, with the largest workload ever, the Prime Minister said that the agencies of the National Assembly and the Government have held many meetings to prepare and serve the session with great responsibility, "working day and night, working extra on holidays", contributing to solving difficulties and problems of people and businesses, contributing to promoting double-digit growth in the coming years, for the goal of national development, for the prosperity and happiness of the people.
Regarding the socio-economic situation , the Prime Minister said that with the efforts of the entire Party, people and army, in the face of very difficult and challenging conditions from the world situation and natural disasters and floods in the country, our country has achieved impressive, important and comprehensive results, in general each quarter is better than the previous quarter, and this year is expected to be better than last year.
Notably, GDP growth in the third quarter of 2025 reached 8.22%; major balances of the economy were ensured, inflation was controlled; the average CPI in the first 9 months increased by 3.27% over the same period. State budget revenue increased sharply, reaching 97.9% of the estimate, up 30.5% over the same period; disbursement of public investment capital had positive changes, estimated disbursement in the first 9 months reached about 50% of the plan (up about 18% compared to the results of 06 months), higher than the same period in 2024 (45.5%) and the absolute number was about 132.6 trillion VND higher.
The industrial production index (IIP) increased by 9.1% (8.4% higher than the same period in 2024), of which the processing and manufacturing industry increased by 10.4%, the highest increase since 2020. Total retail sales of goods and consumer service revenue increased by 9.5% (8.8% higher than the same period in 2024), of which tourism-related services all achieved double-digit growth. Import and export continued to develop well, of which exports increased by 16%, imports increased by 18.8%; trade surplus of 16.82 billion USD.
Social security is guaranteed; vulnerable groups and social protection are given attention; ethnic and religious work continues to be well implemented; in particular, we have reached the finish line 5 years and 4 months ahead of the target of Resolution No. 42-NQ/TW by eliminating more than 330,000 temporary and dilapidated houses nationwide.
National defense, security, independence, sovereignty, and territorial integrity are maintained; social order and safety are guaranteed. Foreign affairs are enhanced, maintaining a peaceful and stable environment for national development.
The Prime Minister stated that the results achieved were thanks to the leadership of the Party, directly and regularly led by the Politburo and the Secretariat, headed by General Secretary To Lam, the participation of the entire political system, the consensus and support of the people and businesses, and the cooperation and support of international friends.

According to the Prime Minister, Can Tho city has made a very positive contribution to the above-mentioned national achievements . Can Tho's GRDP in 9 months increased by 7.39%; industrial production index increased by 8.65%; total retail sales of goods and consumer service revenue increased by 17.93%; tourism revenue increased by 33%, reaching more than 8,000 billion VND; export value increased by 12.1%, import value increased by 10.5%, surplus reached more than 3 billion USD; 1,073/1,397 social housing units were completed, reaching 77% of the 2025 target assigned by the Prime Minister...
On behalf of the Party and State leaders, the Prime Minister acknowledged and commended the efforts of the Party Committee, government and people of Can Tho city for actively and effectively contributing to the common achievements, helping the whole country stabilize the macro-economy, control inflation, ensure major balances, achieve and strive to exceed the set growth target.
In addition to the achieved results, the City still has some shortcomings, limitations, difficulties and challenges that need to be overcome such as economic growth not commensurate with its position, role and potential; some important service sectors have slow growth compared to the same period such as finance, banking and insurance activities; slow disbursement of public investment capital; the process of operating the 2-level local government organization model after the rearrangement still faces difficulties, especially in the 4 capacities of commune-level officials (management capacity; legal capacity; professional capacity; creative capacity), the connection of databases and implementation of online public services are still not synchronized; the situation of natural disasters, storms, floods and inundation continues to develop complicatedly, greatly affecting people's lives...

More information to voters about the implementation of the 2-level government model, The Government and the Prime Minister have directed to promote decentralization, delegation of power, and determination of authority associated with the operation of the two-level government model.
To date, the Government has issued 29 decrees, and ministries and ministerial-level agencies have issued 66 guiding circulars. As a result, 6,959 tasks and authorities of central ministries and branches have been reviewed for decentralization and delegation; at the same time, 1,268 district-level tasks have been redefined, of which 1,068 tasks have been transferred to the commune level, and 118 tasks have been assigned to the provincial level, ensuring the principle of "clear people, clear work, clear authority, clear responsibility, clear process and clear inspection and supervision".
After more than 3 months of operation, the 2-level local government model has basically met the set goals and achieved positive results, contributing to improving the effectiveness and efficiency of operations, creating favorable conditions for people, organizations, and businesses, being more for the people, closer to the people, and closer to the people. After the arrangement and streamlining of the apparatus, the total number of state administrative staff has decreased by 145,000 civil servants and public employees; regular expenditure has decreased by 39 trillion VND/year.
However, there are still many issues that need to be fully and specifically identified and solutions to remove difficulties and obstacles for localities (such as: headquarters arrangement, equipment, working conditions, means of transportation, digital transformation, document storage, commune-level civil servants, etc.).
Regarding the implementation results of Can Tho, after the reorganization, Can Tho City People's Committee has 14 specialized agencies, 01 Management Board of Can Tho Export Processing and Industrial Zones, 354 public service units at the city level. The total number of city-level officials, civil servants and public employees currently present is 25,958 people, of which: 2,137 are officials, civil servants and 23,821 are public employees.
The total number of communes and wards after the reorganization is 103 (31 wards and 72 communes) with 299 specialized departments and 1,086 public service units at the commune level (excluding the Public Administration Service Center). About 25% of communes and wards have not yet issued decisions regulating the functions, tasks, powers and organizational structure of specialized agencies. The total number of commune-level cadres, civil servants and public employees currently present is 37,290, of which: 4,379 cadres, civil servants and 32,911 public employees.
Regarding the settlement of regimes and policies, by September 30, 2025, Can Tho had resolved 2,719 cases of civil servants and public employees who quit their jobs to enjoy regimes and policies according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.
The city has supported cadres, civil servants, public employees and workers of Soc Trang province (old) and Hau Giang province (old) to work at the Can Tho city administrative center after the administrative unit arrangement with 5,000,000 VND/person/month.

Regarding the orientation, tasks and solutions for the coming time, the Prime Minister stated that all levels, sectors and localities, including Can Tho, must continue to proactively and resolutely implement the Resolution, Conclusion and direction of the Central Committee, the Politburo, the National Assembly and the Government on implementing the 2-level local government model, promoting administrative procedure reform; promptly remove difficulties, overcome inadequacies, contradictions and overlaps in regulations related to the operation of the new apparatus, especially at the grassroots level.
Continue to review and streamline the internal apparatus to ensure that the organization operates smoothly, effectively and efficiently according to the motto "new must be better than old, words must match actions, solidarity - unity - serving the people". Continue to promote the spirit of responsibility, fighting spirit, all for the people, for the country, for the development of the city and the region, avoid the fear of mistakes and responsibility. Cadres who commit violations must be dealt with, those who are slow and indifferent must be replaced.
Continue to review and evaluate the current situation of cadres and civil servants, especially at the commune level; promptly find solutions to overcome the situation of surplus, shortage, or failure to meet task requirements, in order to restructure and improve the quality of cadres and civil servants.
Requiring continued improvement and greater efforts in both the apparatus and staff, the Prime Minister noted the need to effectively use headquarters; resolve problems for projects... Discussing further on solutions to improve staff capacity, the Prime Minister said that along with organizing training and fostering, each staff member must also self-study, practice, and constantly improve their qualifications.
Along with that, it is necessary to exploit the different potentials, outstanding opportunities, and competitive advantages to create a new development space worthy of the position and role of Can Tho city as the growth pole of the Mekong Delta, a center of modern industry, agriculture, services, trade, logistics, education - training, and specialized healthcare. Activate all resources, focus on promoting growth, determined to achieve double-digit growth in 2025 and complete 100% of the set goals for the 2021-2025 term.
Can Tho needs to continue to research, restructure the economy and select truly spearhead economic sectors that have both comparative advantages and create high added value to prioritize attracting investment resources for development and have appropriate growth-leading mechanisms and policies. In industry, the focus is on agricultural and aquatic product processing and renewable energy; in agriculture, the focus is on high-tech agriculture, ecological agriculture linked with tourism and export; in trade and services, the focus is on developing services associated with the marine economy and ecological - cultural - spiritual tourism. Identifying high technology and digital transformation as the connecting thread, the important driving force to connect sectors in forming new value chains, creating momentum, bringing the City to develop quickly and sustainably.
At the same time, organize and effectively implement the "four pillars" policy and the resolutions recently issued by the Politburo to help the country "take off" in the new era of development. Resolutely promote and develop more specific solutions to implement the three strategic breakthroughs.
Mobilize social resources to develop socio-economic infrastructure, especially focusing on completing transport infrastructure and digital transformation; speed up the completion of key projects and works (airports, ports, bridges, North-South expressway connecting Can Tho - Ca Mau, research on railway connecting Ho Chi Minh City - Can Tho, Chau Doc - Can Tho - Soc Trang expressway; National Highway 91; Western Ring Road; Can Tho Oncology Hospital...) to ensure quality, savings and efficiency.
Focus on implementing breakthrough solutions in human resource development, promoting the city's potential and advantages when having large higher education institutions in the area.
